JAMMU, Jan 23 : The 18 week foundation course for Junior Scale KAS Probationers 2012 batch culminated today with a valedictory function held at IMPA complex at Sidhra today.
Chief Secretary Madhav Lal was the chief guest on the occasion. Principal Secretary to Chief Minister and Director General IMPA, B. B. Vyas, and guest of honor, Commissioner Secretary GAD, Sheikh Mushtaq Ahmad and Course Coordinator, Sunita Zalpuri and other faculty members participated in the valedictory function.
Speaking on the occasion, Madhav Lal recalled his journey as a civil servant and pointed out to the changes and advancements in how administrative system and governance model has evolved in the country and the State.
“With each passing day administration is throwing out new challenges and opportunities. Fresh, innovative ideas and concepts are constantly being introduced in the governance process to address the realities and challenges of the present era”, he said. He called upon the probationers to extensively sensitize themselves regarding public perception and why it has developed and how they can respond to those perceptions with their style of working and professional approach.
Government of Jammu and Kashmir has taken significant initiatives including establishment of local governance system through PRIs, enactment of Right to Information Act, and Public Service Guarantee Act, e-tendering etc in order to bring the Government as close to people as possible thereby ensuing greater transparency and accountability.
“As young officers you have to deal and work together with these new initiatives and carry them forward and you are to act as an interface between the elected represented and the general public”, he said adding “as future decision makers you need to equip yourselves with requisite knowledge and administrative skills to handle various assignments.”
Director General IMPA, B.B. Vyas gave a brief presentation regarding the foundation course and said that probationers were introduced to several new concepts during the training to familiarize them with the purpose, mission and goals of the new system of governance in the State.
Course Coordinator, Sunita Zalpuri gave a detailed description of the entire foundation course and its conduct.
