Court order for orphanages

The High Court has taken up suo moto case of dilapidated orphanages in Kashmir and ordered concerned quarters to release funds for their repair. It is painful to note that the condition of these orphanages is horrible and not fit for human habitation. The Department of Social Welfare has been sleeping over the matter. No kid would normally like to live in orphanages because it is painful for the young children to live a life without parents. We are unable to understand where human instinct has gone among authorities in the State that they have let these orphanages turn into inhospitable structure by not repairing them to make life of the children reasonaly comfortable.
The court had summoned the Director Social Welfare Department and other high ranking bureaucrats and in the recent hearing they were conveyed court’s instructions that bureaucrats should ensure that funds for the repair of the orphanages will be released in favour of the Department of Social Welfare within one month’s time. In reply to a question posed by the court to the Director Social Welfare, the latter said that detailed project report (DPR) says Rs 57 lakhs is the estimated cost for the said purpose.
We highly appreciate the action of the court firstly for taking up suo moto the case of repair and renovation of the orphanages in Kashmir and secondly, for directing the State Government authorities to release funds for the repair within one month so that before the harsh winter sets in the orphanages are repaired and made habitable.
