Every one who is any one in India is chanting corruption, corruption, corruption, corruption has emerged as a single biggest challenge before the country. Corruption is a tree with upside down. It has its roots in higher segment of society say high profile politicians, officials and corporate Houses. No segment of society has been spared of this menace.
Corruption de-values human rights chokes development and under mines justice, liberty, equality and fraternity which are core values and which are enshrined in our constitution. The Welfare system is open to abuse complaints of corruption, misuse of power, bribes, mis-appropriation and scams. Bungling and illegal appointments are pouring in. This includes the State of Jammu and Kashmir which is struggling to erase the stigma of being the second most corrupt in the country.
The case are being investigated but the vital point remains that should such cases take years in getting solved. Then comes the crucial state of trial which knows no time bound frame. There is a legal maxim,justice delayed is justice denied. No institution comes to force which has the potential to eliminate corruption, irregularities and un accountability in the Govt.
The following suggestions are put forth for erasing out corruption.
Oath should be administered to all employees working in Govt sector,private corporate or other financial institutions.
E-tendering should be mandatory in all constructions and engineering works including purchase of machinery, material, medicine and furniture tc.
Rules for forced retirement of corrupt employees be implemented.
Attachment of property should be first priority while dealing with the corrupt individuals.
Red Tapism be cut by introducing time bound dealing in sub offices.
Opening of receipt Register in sub offices and revenue department offices and framing of cause list in revenue offices.
Transfer of subordinate employees and cadre officers be approved through a panel of officers so as to close the transferring industry.
The last but not the least,the institution of lok-Ayukat be framed.
