‘Centre betrays J&K people by Land Laws’

JAMMU, Nov 7: Congress today declared that it will take part in the ongoing elections to the District Development Councils (DDCs) and vacant seats of BDCs and ULBs, despite its reservations over the non-transparent process of delimitation and reservation of DDC seats.

Addressing a press conference here today, PCC chief, GA Mir accompanied by senior leaders Mula Ram, Raman Bhalla, Ravinder Sharma, Yogesh Sawhney and others said that Congress has decided to participate in the DDC elections.
Mir said if such a huge exercise for direct elections to DDCs including carving out and delimitation of 280 seats can be done overnight, why not Assembly elections can be held simultaneously after completing the delimitation of Assembly seats in short time. He said people wanted to have an elected Government at the earliest in view of multiple hardships during the bureaucratic rule and the Government should have gone for early Assembly elections after fulfilling the assurances to the people by the BJP led Centre Government.
He said that the Centre Government has again betrayed the people by opening flood gates for outsiders for purchase of land and to secure Government jobs against which people of all regions and religions are protesting. The Government is issuing one after the other laws and orders which are against the aspiration, sentiments and rights of the people.
Mir said that entire process of delimitation, reservation and decision of election to DDCs was done at the back of the recognized political parties and other stake holders contrary to the established democratic norms.
People have serious objections to the process done in great haste while the Congress party always welcomed the initiatives to strengthen Panchayat Raj on the pattern of 73rd amendment brought by late Rajiv Gandhi and incorporated in J&K by Congress coalition Governments as per local situations here. Unfortunately BJP tried to weaken 73rd amendment by amending the State Panchayat Raj Act, during its rule which was undone by Governor NN Vohra.
He said that Congress has brought our security concerns to the domain of EC and apprised him of the discriminatory and vindictive treatment to opposition Congress party and others in the matter of security and sought due action, which has assured to take necessary measures, hence Congress party would contest the polls to fight the anti-people policies of ruling party.
The party leaders appealed to the cadres to gear up for the polls, while opposing the anti-farmers, anti-youth and anti-poor policies of BJP and the new land laws for J&K.
He also disclosed that the Congress party led by AICC Incharge J&K affairs Rajni Patil, ex-MP shall hold a mega tractor rally on November 9 at RS Pura against the new anti-farmer laws and the new land laws for J&K.
Earlier, in the morning a delegation of Congress comprising Mula Ram, Th Balwan Singh and Hari Singh Chib, submitted a memorandum to the Union Government on behalf of the party expressing its serious concerns over the security and other reservations over the non- transparent process and mode adopted for delimitation and reservation of seats of DDCs.
