Cong opposes implementation of RERA in Ladakh

JAMMU, Oct 16: Reiterating its demand of Constitutional guarantee under 6th Schedule, Congress today demanded that the Real Estate Regulation Act (RERA) should not be implemented in Ladakh region as it is an infringement on the rights of the Ladakhis.
The demand was made at a press conference today by the district president of Territorial Congress, Leh, Tsering Namgyal. He made an appeal to Lt Governor of Ladakh, R K Mathur that this law should not be implemented in the region.
He said on the one hand the Union Home Minister, Amit Shah gave assurance to the leaders of Ladakh recently at New Delhi that after the LAHDC, Leh elections the public representatives and leaders of the region will be called Delhi and talks on the implementation of the 6th Schedule of the Indian Constitution will be held with them.
He said but it is surprising that recently a notification was issued by Housing and Urban Development Ministry on October 8 regarding implementation of RERA which was passed by Parliament in 2016 in all UTs of India. A tweet was made on October 12 by the Union Housing Secretary in this regard creating a confusion stating that the RERA will be implemented in Ladakh UT also.
Seeking a clarification from the Government the Congress leader said that the new law will be an infringement on the rights of the people of the Ladakh region as the real estate business men will come to Ladakh for investment. They will construct housing societies and people from different parts of the country will purchase the flats in them to spend the Summer holidays here threatening the identity, culture ethnicity of Ladakhis, he added.
They will purchase the land and control the natural resources of Ladakh, he said, adding on one hand the Union Government has given the assurance to the leadership of Ladakh and on the other hand they brought the real Estate law in the region. This way the outsiders will come and threaten the identity of Ladakhis.
