JAMMU, Apr 22: Jammu and Kashmir Chapter of All J&K India Ayurvedic Congress (AJKIAC) has expressed concern over administrative anarchy and mismanagement prevailing in the Department of Indian Systems of Medicine (AYUSH).
In a joint statement issued by Dr Balwant Rai Sharma, president, All J&K India Ayurvedic Congress and Dr Dalip Singh Sambyal, general secretary said that despite separate Directorate since last nearly 28 years, the old problems in the department have virtually multiplied, due to lack of any proper infrastructure, as majority segment of the department is being managed on so called internal arrangement basis. They added that Director ISM designated as Director General has failed miserably to protect and establish meaningful and purposeful functioning of the Department.
Some significant areas which were highlighted included stagnant number of ISM institutions since last four decades was virtually the same (417) and as many 74 non-sanctioned institutions opened during last three decades are being managed on so called internal arrangement basis and deprived ailing masses of those areas from legitimate health care, 45 ISM institutions are functional single handed since 1983 as the only post sanctioned in these dispensaries is that of Medical Officer alone.
They said that 22 AYUSH units in different Allopathic institutions are again being mismanaged by so called internal arrangement basis along with Panchkarma and Ksharsutra units in Ayurvedic Hospital, Jammu, because Directorate has failed to get administrative staff sanctioned for newly created districts even after lapse of nearly seven years. Nodal Officers of these very districts are Medical Officers who have been withdrawn from 8 regularly sanctioned dispensaries and two posts of B Grade specialists for Ayurvedic Hospital are vacant since last 7-8 years.
Further expressing their concern they said that election for Board of Ayurvedic and Unani Medicines has not been held since last 15 years.
