SRINAGAR, June 12: Minister for Rural Development, Panchayati Raj, Law and Justice, Abdul Haq Khan today said the Government is committed to enable communities to participate effectively in development works.
This was stated by the Minister, while inaugurating a 3-day training course on “Community Participation And Social Audit”, organized by Centre for Social justice at Institute of Management, Public Administration and Rural Development (IMPARD) here today.
Speaking on the occasion, the Minister said that planning for execution of developmental projects should be done in consultation with local community. He said no official plan can succeed on ground without public participation.
Stressing on the importance on public participation, he said when people are involved in planning process; it would result in better and effective execution. The Minister directed officials, especially district level offices to activate their ground staff for bringing more effectiveness in the implementation of welfare programs.
To ensure maximum outreach, the Minister said developmental plans would succeed only if participation of more and more people is streamlined at block and community levels.
He said that it would be two-way communication process when people would inform officials about their problems and officials will use their inputs for better results in planning process.
He further said that the social auditing would ensure transparency and accountability in implementation of the projects.
Vice Chairman, Director General, Jammu and Kashmir Institute of Management, Public Administration and Rural Development Pramod Kumar Jain, Officials of Agriculture, Horticulture, School Education, Forest Protection, Rural Development Department participated in first day of the 3-day training course.
