College Teachers discuss 7th CPC recommendations

JAMMU, Feb 6: A meeting of College Teachers Association was held today with president Prof D S Manhas in the Chair, to discuss the recent schemes of revision of pay on the recommendation of the 7th Central Pay Commission (CPC) issued by UGC.
The Association discussed various discrepancies/anomalies in the schemes of revision of pay. UGC has proposed that there shall be no increment in form of advance increment for obtaining the degrees of M Phil or Ph D, giving the reason that the incentive structure is built-in in the pay structure itself wherein those having M Phil or Ph D degree will progress faster under CAS.
The Association demanded that the increment incentive should not have been withdrawn in the first place and further if persisted with, it should be applicable only to those who will join after 31st January after the date of issue of notification by the UGC.
As  per the UGC, the pay of the Principals has been put under two categories i.e for UG and PG colleges with pay of Principal of UG colleges being equivalent to the pay of Associate Professor while the pay of Principal of PG college being equivalent to the pay of the Professor.
The Association demands that since there is quite a disparity between the pay of Principals of UG and PG Colleges, the disparity between the pay structure of Principals of UG and PG colleges should be removed since the many States have as yet to create and fill the post of Professors in colleges.
The Association demands that there should be at least 80 percent central assistance to States towards salaries, for uniform and simultaneous implementation of revised UGC pay scales for colleges and university teachers as against the 50 percent assistance to the States as has been proposed by the UGC, that too only for 39 months from January 2016 to March 2019.
