Clerical Staff Association demands creation of ministerial staff posts

JAMMU, July 28: Jammu Kashmir Ladakh All Departments Clerical Staff Association has demanded creation of ministerial cadre posts in hanging zones of Jammu Division, newly created CEO offices and Joint Director Offices at par with other equivalent offices to make them functional, besides to curb the culture of attachment.
In a statement, general secretary of the Association, Jagdish Thakur, pinned hope on Advisor to Governor, Farooq Khan for an end to attachment of teaching staff against non-teaching posts or holding clerical assignments. “The School Education Department is hub of attachments and thousands of Teachers, Masters, Headmasters and even Lecturers are either working against Non-Teaching Posts or holding clerical assignments since long. All the field functionaries right from ZEO to HoDs are equally responsible for such illegal attachments/deployments made either on one or the other pretext to shelter these blue eyed officials,” he said adding that there are approximately more than 3000 teaching faculties throughout the State working on attachment basis which is pivotal cause behind low performance in Government schools as compared to private schools.
The Association leader explained that that there are 43 such zones in Jammu Division where only ZEO posts had been created till date and all these zones are facing dearth of sanction strength of ministerial cadre posts, which indirectly boosts the culture of attachments in the department. Further, he added, eight number of Chief Education Offices were created in all newly created districts and besides this, the State Government created 08 Joint Director (Offices) in School Education Department throughout the State by delegating them powers equal to Directorate of School Education in order to ensure effective functioning of administrative units and timely implementation of various schemes at gross root level.
“But all these offices are being run by the staff on attachment basis. The creation of ministerial cadre posts in these 43 hanging zones of Jammu Division, newly created 08 CEO offices and 08 Joint Director Offices at par with other equivalent offices is quite necessary to make them functional, besides to curb the culture of attachment/deployment and timely implementation of various schemes,” he stressed.
The Association also appealed the Advisor to Governor for creation of Human Resource Cell at both the Directorate level to resolve service issues of various employees of School Education Department.
