CJM directs SSP CB to file updated status report

JAMMU, July 5: Chief Judicial Magistrate Jammu, Ashwani Kumar Sharma has directed Senior Superintendent of Police, Crime Branch, Jammu to file an updated status report by or before July 14 in a complaint relating to use of alleged fake experience certificate for Jammu Municipal Corporation’s ABC Programme.
In the complaint lodged by Hem Lata Karki, Animal Welfare Activist prayer has been made for ascertaining the the genuineness of experience certificate dated March 22, 2016 allegedly issued by Society for the Prevention of Cruelty to Animals, Udgir District Latur (Maharashtra) in favour of Dr Sagar S Gadhage on the basis of which the Jammu Municipal Corporation allotted Rs 4.00 crore contract to carry out the work of ABC (Animal Birth Control) Programme/ARV (Anti-Rabies Vaccination) of stray dogs in all the 71 wards of Jammu Municipal Corporation for a period of two years.
Earlier, the Chief Judicial Magistrate Jammu, Ashwani Kumar Sharma on June 9, 2018 had directed SSP Crime Branch Jammu to report regarding the steps taken to ascertain the genuineness of the experience certificate.
The Crime Branch Jammu on June 30, 2018 filed a status report wherein it was disclosed that Crime Headquarters vide letter No.CHQ/Clt/ J-105/18-2755 dated February 28, 2018 accorded approval to initiate a preliminary inquiry vide PV No.24/2018 of Crime Branch Jammu and during the course of inquiry the Inquiry Officer summoned the complainant Hem Lata Karki and recorded her statement.
Subsequently the Crime Branch Jammu addressed a communication to the Commissioner JMC for providing the authenticated copies of notice inviting tenders, allotment orders and the experience certificate submitted by Dr Sagar S Gadhage. It was further revealed in the status report that a questionnaire has also been given to Dr Gadhage for reply and a letter has also been written to SPCA Udgir District Latur Maharashtra for verification and authentication of experience certificate.
Advocate Sheikh Shakeel Ahmed with Advocate Muzzaffar Ali Shah appearing for the complainant submitted that the entire inquiry till its conclusion is required to be monitored as all steps till date by the Crime Branch have been taken because of the indulgence shown by the court. He further submitted that the whole enquiry revolves around the genuineness of the experience certificate allegedly issued by SPCA Udgir in favour of Dr Gadhage and till its verification is done the instant complaint be kept pending before the court and the updated status of the preliminary inquiry be summoned.
After considering the submissions of Advocate S S  Ahmed, the Chief Judicial Magistrate directed Senior Superintendent of Police Crime Branch Jammu to file an updated status report by or before July 14, 2018.
