Rehabilitation Act in respect of militants returning from PoK and Pakistan after having fought the Indian army and security forces was given nod by the Home Ministry of India. Four routes for return of the militants were earmarked, the Uri-Muzaffarabad link in valley sector, Chakan-da-Bagh link in Poonch sector, Wagah international border and the IGIA Delhi. Strangely, all of the returning jihadis have avoided coming through one of the identified routes but have adopted the Nepal route. Nepal has no visa regime with India and is on our eastern border. Internal disorder in Nepal and the machinations of the Chinese who are now having extensive influence in Nepal, have helped Pakistani embassy in Nepal to work openly in support of infiltration and ex-filtration of Pakistan or Kashmir based jihadis. We fail to understand why the Home Ministry has been soft pedalling on this issue and closing its eye to the dangers of these jihadis returning through Nepal.
