
Rs 85.62 cr proposal accepted for reconstruction of 5101 houses

JAMMU, Oct 7: Union Minister for Agriculture and Rural Development Shivraj Singh Chouhan today released in advance the 21st instalment of Rs 171 crore for 8.55 lakh farmers in Jammu and Kashmir under PM-KISAN Scheme and said Rs 85.62 crore worth proposal for reconstruction of 5101 houses damaged by floods in the UT has been accepted.

Chouhan released the instalment in advance in view of damage caused by recent floods to houses, fields, crops etc, at a function in New Delhi. Union Minister of State in the Prime Minister’s Office (PMO) Dr Jitendra Singh was also present.

“As per assessment carried out by the Jammu and Kashmir Government, 5101 houses have been ravaged by the floods and need help for reconstruction. Every house will get Rs 1.30 lakh plus Rs 40,000 for latrine and MGRENGA labour,” Chouhan said while addressing the function.
The amount is being given under Prime Minister’s Awas Yojana.

Chouhan also released 21st instalment of Rs 171 crore under the PM-KISAN scheme to 8.55 lakh farmers of Jammu & Kashmir. The instalment was released in advance to help the farmers hit by flash floods and landslides in the month of August.
Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, the Centre provides Rs 6000 per year financial assistance to farmers in three equal instalments.
The instalment was released through video conferencing from Krishi Bhavan in New Delhi.
Under this instalment, Rs 171 crore has been directly transferred to the bank accounts of 8.55 lakh farmers, including 85,418 women farmers.
With this, farmers in Jammu & Kashmir have received a cumulative assistance of Rs 4,052 crore under PM-KISAN so far.
“The Central Government, under the leadership of Prime Minister Narendra Modi, stands shoulder to shoulder with farmers and people affected by floods and other natural calamities in Jammu & Kashmir,” he said pointing out that Union Home Minister Amit Shah visited J&K while PM Modi is standing with people of the UT.
“We will ensure that no farmer is left alone in this hour of crisis. The release of this PM-KISAN instalment is a crucial step to help them meet immediate needs,” he said.
Chouhan announced that “MGNREGA workdays will be increased from 100 to 150 days for affected households upon receipt of the Jammu and Kashmir Government’s proposal, providing them additional livelihood support”. He also assured that the Centre would provide seeds, fertilisers and other essential inputs.
He mentioned that the Jammu and Kashmir Government has granted permission for sand sales under the ‘Jiska Kheth, Uski Reth’ (the sand belongs to the one who owns the field) policy, and that additional funds could be released under the NDRF, depending on the Jammu & Kashmir Government’s request.
Chouhan Stated that compensation will be provided to insured farmers under the Pradhan Mantri Fasal Bima Yojana (PMFBY) as soon as the Jammu & Kashmir Government submits its proposal.
Union Minister of State in the PMO and Lok Sabha Member from Udhampur-Doda constituency Dr Jitendra Singh thanked Prime Minister Narendra Modi and Shivraj Singh Chouhan, and further informed that more than 5000 houses will be reconstructed which were damaged during recent rain, flood, and landslide-affected areas of Jammu division, with immediate relief, financial assistance, and technical support for rehabilitation and reconstruction.
Highlighting the additional assistance of the Government in this context, Dr Jitendra Singh said that special provisions are also being considered under NDRF and SDRF norms to support soil restoration and silt removal in the affected farmlands
The Minister added that farmers whose crops were destroyed will also benefit from the Pradhan Mantri Fasal Bima Yojana, with the UT Government and insurance companies expediting damage assessment surveys. He reiterated the Government’s resolve to provide employment support through MNREGA, extending workdays from 100 to 150 days in severely affected regions, compensation for animal losses, and housing support for families whose homes were destroyed.
Dr Jitendra Singh commended local initiatives such as lavender cultivation and horticultural diversification in Jammu and Kashmir, calling them models of self-reliance and innovation in the Himalayan region.
He highlighted that with the Government’s continued support through initiatives such as technology enabled progammes, drone technology, and Soil Health Card schemes, farmers are becoming increasingly self-reliant. He noted that agri-startups have successfully established themselves in Jammu & Kashmir, creating livelihood and driving innovation in farming practices.
Shivraj Singh Chouhan also appreciated Dr Jitendra Singh’s continuous efforts in engagement with the farming community of Jammu and Kashmir at ground level and reaffirmed the Government’s commitment to farmers’ welfare.
The meeting was attended by senior officers and dignitaries from the Ministry of Agriculture & Farmers Welfare, Government of Jammu and Kashmir, and other officials associated with the relief operations.
