China backs terrorism

Omkar Dattatray
China has once again shown its true colors when it used its veto power to obstruct technically UNO from declaring Chief of Jaish-e-Mohammad of Pakistan as the international terrorist. This is for the fourth time that china has used veto to prevent the UNO to declare Masood Azhar as the international terrorist. South Asian region cannot remain in peace and tranquility unless the monster of terrorism is fought head on and in this fight China and other big powers have an important role to play but for its economic, partisan and strategic interests China is siding with Pakistan and obstructs declaration of Masood Azhar as a global terrorist. This time as well when the whole world community wanted to crush militancy and were in favor of declaring Masood Azhar as the global terrorist, China became an obstacle as it kept the proposal on hold. This uncalled for but expected behavior of China has not surprised political pundits but definitely has prevented security council to declare Masood as a global terrorist and China thus did not allow the world community to tighten noose round the neck of mastermind of terrorist acts in India including the Pulwana suicide bomber attack which claimed the lives of 40 CRPF jawans. It is in the fitness of things to throw light on Veto power. The United Nations Security Council “Veto Power” refers to the veto power wielded solely by the five permanent members of UN Security Council i.e China, France, Russia, United Kingdom and USA enabling them to prevent the adoption of any “substantive resolution”. A permanent member’s abstention or absence does not prevent a draft resolution from being adopted. Back to block ban on Azhar, China is openly supporting Pakistan as has been its practice since 1948 and this time as well China blocked the well intentioned efforts of India and the global community to designate Masood as a global terrorist.
By shielding Azhar for the fourth time China has openly supported Pakistan. China used its veto power to block global community efforts to declare Masood as a global terrorist. It was after 14th Feb terrorist attack of Pulwama that France, UK and US put up a joint proposal to designate Azhar a global terrorist under 1267 Al-Qaeda Sanctions Committee of the UN Security Council. The proposal in this regard was moved on 27th Feb, days after a suicide bomber of JeM killed 40 CRPF Jawans in J&K’s Pulwama leading to a flare up in tensions between India and Pakistan. The Al-Qaeda Sanctions Committee members have ten working days to raise any objections to the proposal. The proposal was fourth such bid at the U.N in the last ten years to list Azhar as a global terrorist. The Sanctions Committee makes its decisions by consensus of its members. This time China as usual put on hold technically the proposal of UNSC and India’s bid to declare Azhar a global terrorist. It is a slap on international community and on the four permanent members of UN Security Council vis Britian, France, USA and Russia who have now warned China and said that other options are also available and they can be put to use to checkmate the veto power of China vis-à-vis declaring of Masood Azhar as a global terrorist. China has not changed its policy and stand so far as the declaration of Masood Azhar as a global terrorist is concerned. With huge amounts of dollar invested in Gawadar port, China has both trade and military interests in Pakistan and thus its silence can easily be understood. Not that china is not facing terrorism but has duel policy on it. While it is strong on terrorism in china but does not support India’s fight against terrorism and thus blocks the efforts of India as a well super powers to designate Azhar as a global terrorist.
World community has supported India’s fight against terrorism after 14th Feb terrorist attack of Pulwama. It is noteworthy that 11 countries had co-sponsored the move to ban JeM Chief. Only China has opposed the move while 4 other permanent members of UN Security Council and even 11 non-permanent members have supported the move. This in itself is a diplomatic victory of India. If the proposal was passed all the countries were required to choke and block funds and finances of terrorist organization JeM and its chief. It is unfortunate that China has asserted that there is no contradiction in its policy to block India’s bid to declare Masood Azhar as a global terrorist.
