JAMMU, June 18: Rejecting the Jammu University explanations for enhanced duration of B Ed and M Ed programmes from the forthcoming session, former Minister for Higher Education and president Dogra Sadar Sabha, Gulchain Singh Charak has once again appealed to the Governor (Chancellor), Chief Minister (Pro-Chancellor) and the Department of Higher Education authorities for their immediate intervention to rectify the discrimination before the issue gets flared up and takes an ugly turn.
“Apropos to the JU justifications, the question arises why the NCTE regulations are being implemented in University of Jammu only as if the University of Kashmir does not come under the purview and jurisdiction of UGC or within the territorial jurisdiction of this country?” he asked while addressing a hurriedly called press conference, here today.
Reminding that the University of Jammu and Kashmir was bifurcated in two varsities; JU and KU in the year 1969 with the provision of having the same Chancellor, same Pro-Chancellor and the same Department of Higher Education for governing the affairs of these two institutions, Mr Charak sought to know why different norms were being adopted for running same teaching education programmes.
In response to the JU claim that increasing the duration of B Ed and M Ed courses was a well thought decision and in overall interest of the students, the Dogra Sadar Sabha president sought to know did it imply that the students of Kashmir University would be the sufferers because of such type of wise and timely decision taken by JU only. “Should we think that the concerned authorities in KU kept on sleeping on such an issue of prime importance for such a long time and the Chancellor, Pro-Chancellor, Minister for Higher Education and the Department of Higher Education were kept in dark to adopt the same programme in Kashmir University?” he asked.
Mr Charak also contradicted the plea that some States were not recognizing the B Ed degrees of J&K universities as has been held by the High Court of Patna. “To our knowledge, it is only Bihar State which does not recognize the B Ed degrees from JU as well as KU. Further we want to know is this judgement applicable to JU only and not to other universities of the State? Is JU more interested in the future of Bihar State students than the KU?” he asked.
Alleging that no orientation workshop or refresher courses were conducted to equip the Teacher Education, he also raised doubts over the JU claim that the revised curriculum was in conformity with NCFTE in all respects.
