CEO Kathua suspended for transferring teachers on pick & choose basis

JAMMU, Mar 28: Chief Education Officer (CEO) Kathua, T R Mangotra was today placed under suspension for issuing some transfer orders in non-transparent manner and against the standing rules without any approval from the competent authority.
An order in this regard was issued today by Principal Secretary, School Education Department – Dr Asgar Hassan Samoon, according to which Joint Director, School Education, Jammu, H R Pakhroo shall hold an enquiry in the matter after the normal functioning of offices gets resumed and submit the enquiry report to the Administrative Department within 15 days.
Pakhroo shall also hold the charge of CEO Kathua, in addition to his own duties till further orders while T R Mangotra shall report to the office of Directorate of School Education Jammu during the suspension period, for conducting of enquiry in the matter.
Further, all transfer orders issued by Mangotra as CEO Kathua with effect from March 1, 2020 to till date, have been rescinded abinitio and all such transferred teachers shall be deemed to have been retained at their original place of postings.
As per the order of suspension, T R Mangotra had recently issued transfer orders of some teachers on pick and choose basis and despite instructions from the Director School Education Jammu as well as the Joint Director concerned to keep such orders in abeyance, he did not comply the directions. Further, numerous complaints were received to the department that the CEO Kathua was issuing many back dated individual transfer orders during the lockdown period without caring for the prevailing situation arisen due to outbreak of COVID-19.
