Centre urges State to expedite recruitment process of migrant youth

JAMMU, Mar 11: Not satisfied with pace of progress over the implementation of much talked about PM’s employment package for displaced youth in the State, the Centre has issued fresh directives to State Government urging it to expedite the process of recruitment of 3000 youth to be appointed under the second phase of package.
These directives were given to the State Government representatives in the review meeting of Ministry of Home Affairs monitoring the return and rehabilitation process of Kashmiri migrants held at Union Capital today, high placed sources in MHA told Excelsior.
The meeting while seeking the information from the State Government regarding the progress made on account of recruitment of 3000 more employees under PM package announced way back in 2008 by then Prime Minister, Dr Manmohan Singh in Jammu stressed on expediting the process in this regard, sources added.
The State Government representatives who attended the meeting informed the MHA officials that it (J&K Govt) has identified 3000 posts in 16 departments for recruitment. They further informed the Union Home Ministry that the recruitment process will be started soon after the creation of these posts and completion of other formalities, sources said.
Sources said, however, the Union MHA stressed on expediting the same so that recruitment process is started as early as possible.
The meeting from MHA side was chaired by its Joint Secretary, Rajiv Punani and Director MHA SC Karol was also present in it while J&K Government was represented by Revenue, Relief and Rehabilitation Secretary, Mohammed Afzal and Relief and Rehabilitation Commissioner Migrants, R K Pandita. Besides, Delhi Government was represented by Deputy Commissioner.
Sources said that implementation of National Food Security Act (NFSA) on migrants also figured in today’s meeting and the MHA assured the State Government that it will re-examine the same. The State Government representatives informed the MHA officials that there is a resentment among the displaced people over the extension of the act on them and reducing the supply of ration from nine kgs per soul to five kgs.
The State authorities during the meeting were also given directives that the female migrant employees be posted near the district headquarters instead of far flung areas.
The MHA also authorized the State Government to fix modalities for appointment of members of Coordination Committee on return and rehabilitation of migrants after the State officials informed the MHA that there was resentment among the displaced Pandits and some criteria needs to be fixed for appointment of members of such Committee.
It may be recalled that out of 6000 posts to be filled up under two phases announced under PM’s package, the Centre had to bear the expenses on account of salaries for 3000 employees appointed in the first phase and State Government had to generate the resources for remaining 3000 posts appointed under second phase. However, out of the 3000 posts for which the recruitment process started in 2010 only 2637 posts were filled up till now while the orders for remaining over 300 posts are yet to be issued by Service Selection Recruitment Board (SSRB).
Later, the State Government disagreed to bear the perks of remaining 3000 posts which were to be appointed under the phase second on the pretext that it has no resources for the same and the process was constantly delayed.
However, after the Modi Government took over at Centre in May 2014 it showed keen interest in implementation of the employment package as well as return and rehabilitation of displaced Pandits in Valley. The Centre in principle agreed to bear the salaries of the remaining 3000 posts also asked the State Government to go ahead with the recruitment process.
Not only this but the Centre also gave its nod to construction of 6000 quarters for migrant employees at different places in Valley and in this regard construction process has been taken up in hand at Vessu in Anatnag district of South Kashmir and Sheikhpora in Budgam district of Central Kashmir while the land at other places in being identified.
