CDF for legislators

Sir,
Some schemes envisaged previously did not give desired results and among it is CDF for our Legislators. Placing funds out of CDF grants at the disposal of winning candidates throws some questions as under :
How can  a candidate win an election against a candidate (previous legislators) at whose disposal Government had kept crores of rupees as CDF for development of his constituency and if winning candidate spends maximum or whole amount of grants then there are zero chances of winning an election for other candidates even if they are people friendly, hardworking, honest also. This means once a candidate wins an election and spends crores of rupees kept by Government as CDF. He has 90 percent chances of winning next election also/securing maximum votes over his rival by dint of CDF. When Central/State Governments have so many offices spread all over the country/officers at their disposal and they are the ones who have to execute the works and have funds, what is the need to have CDF unless and until there is shortage of grants. If works are necessary and have to be executed then shortage  of grants can be compensated by corpus funds which Government has with itself or for that matter funds kept as CDF. Previously there were no grants like CDF but still development works were being executed. As per usual news paper reports only a percentage of CDF grants is spent every year. Thinking CDF will get works done speedily is not correct. There are  lot of other things like cumbersome  codal formalities/lengthy, time consuming procedures. Most of the time  is spent in achieving necessary certificates.
