CCTNS implementation

Increasing efficiency and delivery system of police department has become a vital concern for the State Government. With the rise of militancy two and a half decades back, great responsibility has come on the shoulders of the police department. The fact is that until the rise of insurgency the police department essentially limited its function to ensure law and order and dealing with normal public protests and rallies. But insurgency has brought it into the focus of the armed insurgents who targeted the police force whether on or off duty. The police was called upon to play an important role in quelling insurgency. It was not that easy task to perform. The foremost requirement was to equip the police with updated arms and defence mechanism. Secondly the police had to be trained in controlling acts of insurgency. The third important and unavoidable area was of streamlining communication system. By and large and over the years, one by one essential requirements have been addressed. Now a major step has been taken to give a boost to rapid communicating system will bring the field units into focus.
We are talking about the Crime and Criminal Tracking Network and Systems (CCTNS) mechanism which the State police are contemplating to introduce. It has been under consideration for many years but was delayed for one or the other reason. Four districts Jammu, Srinagar, Udhampur and Baramulla have been identified as pilot districts for the experimentation of the introduction of upgraded device. To put it simply, the idea is to connect important police posts, stations, chowkis through internet system in order to exchange sensitive information pertaining to the security of the State. Actually 294 sites have been identified for connectivity in due course of time. It is a tracking system that keeps eye on movements and events coming to the notice of the police authorities. The CCTNS is aimed at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through e-governance and creation of nationwide networking infrastructure for evolution of IT enabled-state-of-the-art tracking system around investigation of crime and detection of criminals. As we know criminals, terrorists and insurgents are trying to spread their tentacles far and wide in the country as it gives them a measure of security against the police. It was hitherto difficult to maintain contact with a distant police station in the State or outside the State if it was needed to keep the track of criminals moving across the country. Police authorities hope that the system will become functional within next month in the case of pilot districts. If it works satisfactorily, 78 sites will come under police tracking system. Once this important scheme becomes functional in full, the entire tracking of criminals, their investigation and interrogation will be digitalized and made available to relevant sites or police authorities.
The police was handicapped for want of this important means and mechanism. Once the mechanism is in place, it will make movement of criminals known to the police and naturally big curb will be put on militant activities. Advanced countries have elaborate system of CCTNS and they are able to maintain close watch on criminals. BSNL has been cooperating with the police in floating the scheme of automating police function which brings efficiency and credibility into the entire security system. 38 out of 78 sites have already been provided service by BSNL and it is ready to provide full connectivity to make the job of police department more result oriented. Although the scheme has been delayed for many years, yet the good news is that after many hiccups it has been agreed to and floated.. Some police functions are delayed for a long time though these need quick action like registration, investigation, and prosecution solutions, case management system, criminal information system, information registers, trial management system, summons and warrants management system, automatic fingerprint identification system, law and order solutions, beats management system etc.  All of these would now be covered under the CCTNS. This adds great and incredible efficiency to the functioning of the police. It is a welcome step.
