JAMMU, Dec 10: Crime Branch Jammu has registered a case against Dr Shashi Gupta, the then Principal Government Medical College, Jammu.
According to the FIR, a written complaint filed by Surjeet Singh, son of Harnam Singh of Simbal Camp duly forwarded by the CJM, Jammu, was received in Crime Branch wherein the complainant had alleged that Dr Shashi Gupta, who was working as Principal Government Medical College, Jammu had committed serious criminal offences.
Immediately after joining as Lecturer, Department of Gynaecology GMC, Jammu, she applied for four days casual leave but thereafter remained absent unauthorizedly for four years, 10 months and 20 days up to 27.12.1993. Later, she went abroad without any authorization but on her return she was allowed to join back her services and was even given promotion without settlement of her absent period.
She was thereafter accorded promotion by the Public Service Commission on notional basis with effect from 23.04.1995 and on regular basis with effect from 26.7.1996. However, the Govt. vide its order No. 494-HME of 1996 dated 26.7.1996 granted her promotion with effect from 23.04.1994 clearly in violation of the PSC recommendations.
On the receipt of this complaint, a verification was initiated in Crime Branch and during the course of enquiry, it was found that Dr Shashi Gupta owing to her illegal promotion and conferment of undue favour has also withdrawn lakhs of rupees from the State exchequer and the officers/officials of the Health and Medical Education Department had, in furtherance of a criminal conspiracy hatched with the beneficiary Dr Shashi Gupta, issued different orders in order to confer undue benefits upon her.
The omissions and commissions on the part of Dr Shashi Gupta, then Principal Government Medical College, Jammu and officers/officials of the Health and Medical Education Department, prima facie, constitute offences punishable under Sections 420,467,468,471,120-B RPC read with Section 5(2) PC Act. Accordingly, FIR has been registered against her.
