Police officials have done well by confiscating on spot 70 bags of cement illegally in the possession of a resident of the locality, who was using it in construction of his house. Actually as the trail of the case suggests there is clear involvement of the functionaries of Block Development Office or RS Pura. A hundred bags of cement were issued to a contractor who sold it away to a third party at low price. How did the BDO issue cement to a contractor who did no need of it at all and re-sold it to a third party? Did BDO ensue that the contractor was a genuine party? This is not the first case of its type. Such pilferages are reported day in and day out. The point is that absence of accountability, non implementation of laws governing black marketing and pilferage are at the root of corruption. If the state really means to stamp out corruption, it will need to begin with setting its own house in order. We seldom hear what punishment was given to culprits who have been caught red handed while pilfering or stealing the state’s property. Truckloads of stolen Government property have been seized and reported by the police in the past. Their fate is not known except that the cases are dragged on for many years and then forgotten saying that sufficient evidence is not available to prove or disprove the charge of theft. Can we stamp out corruption in this way, we doubt.
