CAO SMC assaulted by contractors, Div Com seeks report

Srinagar, Nov 25: The Divisional Commissioner, Kashmir today sought a report into alleged assault on the Chief Accounts Officer (CAO), Srinagar Municipal Corporation (SMC) by a group of contractors.
“Chief Accounts Officer, Rafiq Ahmad Shah, Srinagar Municipal Corporation has complained that he has been assaulted by a group of contractors who have been working in the Corporation since last more than 12 years and have become goons,” the letter reads.
It has been further complained, the letter stated, that these contractors barged into his office, “taunted him in presence of Executive Engineer Mechanical, DD Planning and PRO, and they have been pressing him for clearing bills which do not have administrative approval/ technical sanction and even pressurizing him for giving post facto approval which has denied.”
“Very serious issues have been raised by the Chief Accounts Officer, SMC who is the custodian of money and pressurizing him for clearing bills which sans administrative approval/ technical sanction is a serious financial crime”, reads the letter sent by Divisional Commissioner, Kashmir to Commissioner SMC
The letter signed by the Private Secretary of the Divisional Commissioner, Kashmir directed: “In this backdrop, I am directed to request you to kindly submit a factual note with your explicit comments within 2 days for submission to the higher authorities along with the names of these 12 contractors.”
The assault on the Chief Accounts Officer comes a month after Commissioner Planning SMC Ghulam Hassan Mir was physically assaulted by two ward officers for resisting illegal permission to one of them for the construction of his house.
Police arrested both the Ward Officers Riyaz Ahmad and Irshad Ahmad after registering FIR against them in Police Station Shaheed Gunj on the basis of complaint of the JCP.
