Cabinet to order appointment of Rajendra as new DGP today

* Creation of staff for SVC, 7 courts on cards

JAMMU, May 20: State Cabinet, which is meeting for the first time after the revocation of Model Code of Conduct at Civil Secretariat, Srinagar tomorrow morning, is going to accord sanction to the repatriation of present Director General of Police, Ashok Prasad to Intelligence Bureau and appointment of Special DG (Coordination), PHQ as new head of the State Police. Moreover, the Cabinet will give nod to the promotion of 73 officers of different departments including those of KAS cadre.
Authoritative sources told EXCELSIOR that Union Ministry of Home Affairs vide its communication dated March 25, 2014 informed the State Government that the Competent Authority in the Central Government has approved the repatriation of Ashok Prasad, DGP J&K Police to Intelligence Bureau. The MHA asked the State Government to relieve Mr Prasad from the IPS Cadre of J&K after the Lok Sabha election process is completed.
“As the election process is over, the Cabinet is going to accord sanction to Mr Prasad’s repatriation to the Intelligence Bureau”, they said, adding “the Cabinet will also order appointment of K Rajendra Kumar, an IPS officer of 1984 batch as new Director General of Police. Mr Rajendra is presently Special Director General of Police (Coordination), PHQ.
The Cabinet will also accord sanction to the creation of staff in the State Vigilance Commission and in the 7 Additional District and Sessions Courts, which were designated to handle the cases under J&K Prevention of Corruption Act. Several directions were issued by the State High Court in this regard in a Public Interest Litigation (PIL).
According to the sources, the Cabinet will also accord approval to the promotion of 5 Special Scale KAS officers to the Super Time Scale.
These officers are Kuldip Lal Khajuria, Kamla Devi, Ali Raza, Bashir Ahmad Bhat and Anil Sharma. The names of these officers have already been cleared by the Establishment-cum-Selection Committee, which met under the chairmanship of Chief Secretary on March 11, 2014.
The appointment by promotion of 38 officers of the departmental feeding services to the Time Scale of the Jammu and Kashmir Administrative Service will also receive the Cabinet nod, sources said, adding the names of these officers have already been cleared by the Establishment-cum-Selection Committee.
These officers are Afsan Masood and Mohammad Hussain (Information Department), Zaffar Shawal, Devinder Paul, Abdul Hamid Zargar, Ghulam Ahmad Mala, Rajive Magotra, Mohd Syed Khan, Paramjeet Singh, Inderjeet Singh and Sushil Kesar (Revenue Department), Sumira Shamim, Devinder Singh Bhau, Dr Arvind Karwani, Neelam Khajuria, Fayaz Ahmad Fayaz, Ghulam Qadir Wani, Viveik Puri, Jalal-ud-Din Ganie and Rohit Sharma (Rural Development Department), Tabasum Shafat Kamili, Harbans Lal, Syed Shabir Ahmad, Deepika Rana, Mohd Ashraf Sheikh, Dr Khalid Hussain Malik, Ansuya Jamwal, Satish Kumar, Anil Sharma, Reyaz Ahmad Shah, Dr Zakir Hussain, Prem Singh, Mohd Ashraf and Sachin Jamwal (Social Welfare Department), Vinakshi Koul (Tourism Department) and Amreet Singh, Mohammad Shafi Dar and Ravi Mohan Khajuria (Secretariat-II Services).
The Cabinet will also put a seal of approval on the proposal of the Power Development Department regarding placement of two senior most incharge Superintending Engineers as incharge Chief Engineers with immediate effect. These incharge SEs are Som Raj Sharma and Harmohan Singh.
The Cabinet will also sanction assignment of temporary charge of the post of Chief Engineer to Syeda Bano with effect from December 6, 2013 till the date of her retirement on December 31, 2013.
The promotion/regularization of Deputy Legal Remembrancer/Deputy Director Litigation as Additional Secretaries, regularization of Senior Law Officers as Additional Secretaries, promotion/regularization of Assistant Legal Remembrancer/ Assistant Director as Deputy Legal Remembrancer/Deputy Legal Draftsman/Deputy Secretary to Government/ Deputy Director Litigation, promotion of Legal Assistants as Assistant Legal Remembrancer/ Assistant Director with effect from different dates as cleared by the Public Service Commission will also receive the Cabinet approval.
Those being promoted/regularized as Additional Secretaries are Tariq Ahmad Banday, Gh Qadir Bhat, Feroz Ahmad Sheikh, Fayaz Ahmad Sheikh, Dilshada Shaheen, Dilshad Ahmad Baba, Parshotam Kumar, A K Ambardar, Mohammad Iqbal Mir, Abdul Majid Bhat and Ali Mohammad Sofi.
The officers being promoted as Deputy Legal Remembrancer/Deputy Legal Draftsman/Deputy Secretary are Fayaz Ahmad Sheikh, Hajira Malik, Dilshad Shaheen, Muzaffer Ahmad Wani, Achal Sethi, Abdul Rashid Fayaz, Jang Bhadur, Anjum Wani and Tanveer Mufti.
Similarly, the officers being promoted as Assistant Legal Remembrancer/Assistant Director are Tanveer Mufti, Ishtiyaz Ahmad, Showkat Ahmad Mir, Villy Koul, Baldev Raj and Ghulam Nabi. The regularization/promotion of Ghulam Mohammad Bhat and Gul Mohammad Bhat as Director in Urdu Coordination Cell and Deputy Draftsman Urdu Coordination Cell will also get the approval of the Cabinet.
