Bureaucrats in RTI Commission

Sir,
This refers to article ‘Don’t bureaucratize RTI Institution’ by Dr Raja Muzzafar Bhatt (DE 28.02.2019). Our autonomous and constitutional bodies of state have been captured by retired bureaucrats. This has become a trend despite of the fact that laws governing appointment of members in different commissions do not make it mandatory to appoint retired IAS, IPS or KAS officers. If we take example of J&K Public Service Commission (JKPSC) most of the members or even Chairpersons appointed during last 30 years have been retired bureaucrats. We need to change this trend. Why can’t University Professors or Senior lawyers be appointed as Information Commissioners or members of PSC ?
