Bukhari reviews work on District Court Complex

SRINAGAR, Oct 14: Minister for Law, Justice, Parliamentary Affairs, Relief and Rehabilitation Syed Basharat Bukhari today took a meeting to review progress of work at District Court Complex, Mominabad, Srinagar.
During the meeting, the Minister received a brief regarding financial and physical aspects related to the said project.
Registrar General, High Court, Jammu & Kashmir, Kaneez Fatima, Secretary Law, Mohammad Ashraf Mir, Chief Engineer R&B, Kashmir, S K Razdan, Additional Secretary Law, Achal Sethi and other senior officers of the concerned departments were present in the meeting.
It was given out in the meeting that originally the project was estimated to cost Rs 82 crore however the executing agency has submitted a revised DPR of Rs 120 crore.
Showing concern over cost escalations in the project, Bukhari asked the Chief Engineer R&B to explain reasons and asked him to ensure that DPR for any project is properly conceived at the outset itself, so that later there are no deviations and alterations in the actual plan leading to cost escalations.
It was decided in the meeting that adequate amount will be released to the executing agency as per the revised project report. However, the Minister said that this may be considered as an exception and no such deviations and alterations shall be allowed in any future project.
The Minister directed the concerned Chief Engineer to expedite the work on the Court Complex, so that all courts of District Srinagar that are presently functioning at Sanat Ghar, Bemina could be shifted there at the earliest.
It was told in the meeting that at least three out of four blocks that will accommodate 32 court rooms should be completed immediately. The Chief Engineer said that it will take the executing agency at least 6 months to complete the said blocks and added that approximately 86 per cent of work on the project is complete.
Pitching for development of a prototype design for all court buildings in the State, the Minister said that all such buildings need to have a distinctive design and appear alike all over Jammu & Kashmir.
