JAMMU, Dec 20: It is very agonizing and painful to see displaced minority community of Kashmir being completely disregarded by the State administration while preparing the budget proposals for the year 2018-19. The budget that has been approved by the State Administrative Council under the leadership of the Governor, Satya Pal Malik does not even mention the displaced community. This was stated by BJP vice president and MLC Girdhari Lal (Ajay Bharti) in a statement issued here, today.
He said certain proposals which were cleared by the earlier Government and were in implementation process have been overlooked. These include expansion in the civic facilities in ‘migrant camps, much needed improvement in the health care services particularly with regard to the Jagti Hospital, fairness in supplies of ration etc and enhancement of drinking water supply schemes.
Regarding the improvement in health services in camps for the displaced community from Kashmir at Jagti township, Muthi, Purkhoo, Buta Nagar etc, Raina said a decision was taken in a meeting chaired by the then Minister of State for Finance, Planning, Relief & Rehabilitation, Ajay Kumar Nanda in April 2018 to upgrade Jagati Hospital to CHS and put to an end the ambiguity about its ownership, Management and Control.
He said subsequently process was set in motion and an action plan was drawn to make the hospital a Viable Health Service Centre. In another meeting held on 20.02. 2018 certain information was sought that included list of equipment procured out of funds amounting to Rs. 1.50 crore released by GOI under Migrant Package, he added.
Similarly drugs, medicines, surgical items and sutures requisitioned by Health Centre in charges of camps and the J&K Medical Supplies Corporation Limited – JKMSCL to them.
Raina said the then Minister had directed the authorities to make available Digital X-Ray facilities at Jagti and Purkhoo for convenience of the inhabitants. An Ambulance was also to be provided to the Hospital at Jagti, he added.
He said that notwithstanding the tall claims of the Government the displaced people continue to face a lot of problems due to non-availability of medicare facilities. Authorities have failed to take promised steps to improve the health care facilities for Kashmiri migrants at Jagti township and other places. It is painful to note that the annual budget approved by SAC for 2018-19 has ignored displaced community all together. There is not even mention of them leave aside addressing their problems, he added and requested the authorities to take all the necessary steps in this direction.
