‘Break down of authority in Valley’ Dr Karan Singh advises Governor’s rule in J&K

JAMMU, Sept 3: Former Sadar-e-Riasat and veteran Congress leader Dr Karan Singh (MP) has advised for a spell of Governor’s rule in the State till the situation improves in Kashmir valley.
Dr Singh, who concluded his two-day visit to the  Kashmir valley last evening, met cross section of people including political and social activists besides some top officers, said that situation in Kashmir is indeed very serious.
” There seems to be a virtual break down of authority and public administration. The secretariat is almost deserted and all educational institutions from the Primary to University level have been closed for the last almost two months,  adversely affecting the future of  a whole generation of young Kashmiris. I have been deeply shocked  and saddened to learn of  this situation, which has now spread  throughout the Valley,” Dr Singh maintained.
” In my opinion, unless the law and order and administrative structure is brought back to normal  within next few days, there is no alternative but to go in for a spell of Governor’s rule for as long as necessary, keeping the State Assembly in suspension,” the veteran  Parliamentarian suggested.
Dr Singh further suggested that simultaneously,  a process  of multi-pronged dialogue should begin with all political groups  and civil society in Kashmir. Also, affective steps need to be taken to speed up developmental activities in all spheres of public life.
” I return to Delhi with a heavy heart and would like to assure the people of the State, with which I have such a close life long association, that I will use my good offices to the best of my ability to see that situation in the Valley rapidly improves  and also to highlight the long standing and genuine demands of Jammu and Ladakh regions,” Dr Singh added.
