BOSE not accountable

Whether the Board of School Education (BOSE) is accountable to any authority or institution, is an interesting question. Ordinarily, we imagine that this organization is running in accordance with the established norms. But what can one say when a major policy decision announced seventeen years ago remains unimplemented till date and there is none to ask Board authorities why this inordinate delay and finally shelving of the decision.
Seventeen years ago in 2001, with the purpose of streamlining administration of the JK Board and providing easy access to the people of the State it was decided to establish Board branch offices in three districts of Kashmir valley, namely Kupwara, Pulwama and Budgam.  The process started and land was acquired for building the Board offices. The initial plan was that three buildings, each costing 41.20 lakh rupees would be built of identical pattern. However, soon after the Board project of Pulwama was handed over to the R&B, hurdles began to appear. Controversy was raised why there should be uniform pattern and other objections. The result was that the entire project was suspended and remains suspended till date. Local people have expressed their disappointment on the non seriousness of authorities and have also brought the allegation that those circles with vested interest and habitually corrupt would not allow the projects to be completed unless they had their pound of flesh. The more disappointing point is that the BOSE never tried to reopen the issue and address it on its merits. The people of three districts have often complained that their aspirations have been suppressed and the BOSE is not doing anything to revive the scheme that would be of much relief to the student community in these districts.
