BOPEE issues criteria for allocation of MBBS/BDS to terror victims

Srinagar, Nov 8: The J&K Board of Professional Entrance Examinations (BOPEE) has issued the eligibility criteria for the allocation of MBBS/BDS seats from the Central Pool for the spouse of children of terrorist victims in J&K for the academic year 2022-23.
The move has come after the Home Ministry wrote to the BOPEE regarding its decision to reserve quota for terror victims in MBBS and BDS courses in J&K

As per the details issued by the BOPEE, those eligible include children of permanent residents of the State/UT concerned, the employees of the State/UT Government concerned, the employees of Central /Other State / UT Government on deputation to the State/UT concerned and the employees of Central /Other State / UT Govt. posted in and having their headquarters within the State/UT concerned will be eligible. Further, the children of Central/State/UT Government employees aforementioned, BOPEE said, should be treated at par with the local resident.
Concerning the selection eligibility, the details state that the selection of candidates will be made based on rank obtained in the National Eligibility-cum-Entrance Test -2022 being conducted by the National Testing Agency.
Further, it has been stated that as per Graduate Medical Education Regulations 1997 of the Medical Council of India (MCI) / National Medical Commission (NMC), it shall be necessary for the candidates to obtain minimum marks at the 50th percentile at NEET-2022.
However, BOPEE said, in respect of candidates belonging to SC/ST/OBC, the minimum marks shall be at the 40th percentile, while noting that in respect of candidates with a specified disability, the minimum marks shall be at the 45th percentile.
The percentile shall be determined based on the highest marks scored in the All India Common Merit List in the National Eligibility-cum-Entrance Test for admission to MBBS/BDS courses.
It has been further noted that the Reservation Policy being followed by the UT of J&K shall apply on Central Pool MBBS/BDS seats, while the documents required to be attached include Domicile Certificate of UT of J&K, NEET- Score Card 2022, 10+2 Marks Card, Date of Birth Certificate and Category Certificate, if any.
More so, in addition, the BOPEE said, the applicants shall have to submit the other documents priority-wise duly authenticated by the Home Department of J&K Government for ascertaining the eligibility under victim priority-I, II and III.
Priority-I is for children, whose parents have been killed by terrorists and they will have to get the documents which include FIR, Death Certificate, Post Mortem Report and an Affidavit that no other member of the family got the benefit of this category.
For Priority-I, the SHO and Hospital concerned will sign the documents duly countersigned by the SSP concerned while as the Administrative Secretary to Government, Home Department has been designated as the authenticating authority.
Further, Priority II is for Children of families whose sole bread earners have been killed by terrorists and they will have to get the documents that include FIR, Death Certificate, Post Mortem Report, Certificate that the deceased was the sole bread earner and an Affidavit that no other member of the family got the benefit of this category.
Under this priority group, the designated authority includes SHO and Hospital concerned duly countersigned by the SSP concerned and Tehsildar concerned regarding the person killed that he/she was the sole bread earner in the family. The Administrative Secretary to Government, Home Department has been designated as the authenticating authority.
Priority III includes wards of victims with permanent disabilities and serious injury caused by terrorist operations. They will have to come up with the nature of injury and disability caused to the victim, which will be confirmed by the State Police/Home Department.
In this case, SHO and Hospital concerned duly countersigned by the SSP concerned have been noted as a designated authority while the Administrative Secretary to Government, Home Department has been designated as the authenticating authority.
Further, the BOPEE said that mere submission of applications shall not confer any right on the applicant for his/her selection, which shall be done by the concerned Ministry Government of India, under the rules/ procedures on the subject.
It also noted that the Ministry of Home Affairs, Government of India is not conducting any examination in this regard and the selection will be made by the said Ministry based on marks obtained by the students/applicants in NEET-UG 2022 and possessing the necessary educational qualification.
