SRINAGAR, Sept 21: Principal Secretary Social Welfare Department (SWD) Bipul Pathak, today chaired a meeting to review the working of Integrated Child Development Scheme (ICDS).
The meeting was attended by State Mission Director ICDS Shabnam Shah Kamili, Deputy Director ICDS Kashmir, Accounts Officer and CDPO/AD Head Quarters.
The Principal Secretary impressed upon all the officers for effective implementation of all Schemes especially Poshan Abhiyaan and PMMVY. The new Decentralized Procurement Policy under Supplementary nutrition of ICDS was also discussed.
He directed for completion of rest of the Constitution of Procurement Committees and opening of joint bank accounts for transfer of funds as per new policy in a time bound manner. Further, the release of honorarium to all Anganwadi workers and Anganwadi helpers has also been decentralised through DBT mode with supervisor as Nodal Officer. The decentralization process will ensure accountability and transparency as well as effective implementation at ground level of the said schemes.
Other points which were discussed in the meeting included Timely Submission of DBT Report, Physical and Financial achievements, submission of timely MPRs and QPRs, identification of malnourished pregnant/Lactating mothers, co-ordination with other Departments, Aadhar seeding of all beneficiaries’ etc. All the officers were directed to submit the utilization certificates well in time to the Directorate so that the Salary and Honorarium of the employees is released on monthly basis.
Shabnam Shah Kamili gave a detailed presentation highlighting the role of ICDS as well as physical and financial achievements with special reference to ICDS General, SNP, POSHAN ABHIYAN, PMMVY, SAG, AADHAAR etc.
