Charge Govt with being Leh-centric

JAMMU, Oct 19: Battle lines were today again drawn in Kargil with 25 top leaders including representatives of Joint Action Committee, Ladakh Autonomous Hill Development Council (LAHDC), Kargil and of other political parties sending letters to Governor Satya Pal Malik, the Chief Secretary and the Home Secretary threatening to hit the streets again if their concerns were not addressed, which have arisen following keeping of the Headquarters of Administrative Secretary Ladakh permanently at Leh.
They set the deadline of October 23 for conceding their demands.
Recalling the visit of the Governor and the Chief Secretary to Kargil and assurance given to them after which the Joint Action Committee had suspended the agitation, the letter said: “Unfortunately since that meeting, various major decisions have been taken by the State and the Central Governments in favour of Leh district including grant of Medical College, Cricket Academy, 20-bedded ESIC Hospital, proposal for establishing Accountant General’s office in Leh and, above all, shifting of Headquarters of Administrative Secretary Ladakh Affairs Department to Leh and posting of Commissioner/Secretary to Government Ladakh Affairs headquartered at Leh with directions to the Divisional Commissioner Ladakh to report to him”.
They said these major decisions indicated that the State Government is not serious about the promises made with the people of Kargil during the meeting held on August 30 this year.
“The decisions have raised doubts in the minds of general public of Kargil concerning commitment of the State administration regarding fulfillment of the promises made to them,” it said.
Asserting that the Government is aware of social, political and religious sensitivities and sentiments of the people of Kargil attached with these issues, the letter warned that if the State Government fails to address issues and come out with concrete assurances and decisions regarding fulfillment of 14 Point demands of people of Kargil, the public might once again be forced to hit the streets with their genuine demands as had happened earlier during establishment of Cluster University, Divisional Status and Union Territory Ladakh.
The top leadership of Kargil called upon the State Government administration to come out with concrete decision for fulfilling the 14-point agenda already submitted and agreed upon or a decision for creation of separate Union Territory for Kargil.
“And if this doesn’t happen by October 23, the people of Kargil would be once again forced to come out on the streets with their genuine and legitimate demands and the Government will be responsible for the consequences,” they warned.
Signatories to the letter included Sheikh Mohammad Hussain, Chairman, Joint Action Committee, Kargil, Feroz Ahmed Khan, Chairman/CEC. LAHDC Kargil, Qamar Ali Akhoon, former MLA, Agha Syed Mujtaba, Executive Councilor, Agha Syed Abbass, Executive Councilor, Haji Asgar Ali Karbalaie, Haji Mohammad Hussain, Agha Sayed Mohammad Shah, Haji Mohammad Ali Wani, Haji Hanifa Jan, Haji Mohammad Ismail Baji, Kacho Asfindiyar Khan, Haji Asgar Ali Majaz and Nasir Hussain Munshi.
