JAMMU, Mar 10: RTI and social activist Balvinder Singh has demanded a Central Bureau of Investigation (CBI) probe into the allotment of 32 IT-based parking slots by Jammu Municipal Corporation (JMC) under Jammu Smart City Ltd.
Singh stated that the reply he received under RTI revealed shocking details regarding the tender process and the allotment of the parking management system for Jammu city.
He alleged that some senior officials of Jammu and Kashmir intentionally added certain conditions to avoid the participation of local parking contractors in the bidding process and accommodate contractors from outside the State.
He said that the contractor, Baba Infra Tech, in a joint venture with SD Enterprises & Green Mobility Collaborative Pvt. Ltd. did not implement any of the conditions mentioned in the tender, such as linking payments to vehicle registration numbers, sending SMS text messages to customers, issuing prepaid parking cards/coupons, and appointing qualified staff.
He also alleged that the contract agreement drafted for revenue sharing was well-planned to deceive the state exchequer.
“The contractor was supposed to get 96% of the revenue in the first year, while JMC was to receive only 4%. The revenue sharing was to decrease for JMC in the subsequent years,” he said.
Singh alleged that the inquiry ordered by the JMC Mayor was eyewash and demanded that the Lieutenant Governor of Jammu and Kashmir, Manoj Sinha, orders a CBI inquiry into the matter.
