This has reference to the news item ‘Delay in appointment of BOSE Chairman resented’ DE Nov. 19.
The Government should not let an institution like Board of School Education run without a head. BOSE is not a small institution but is associated with careers of thousands of students. Of late BOSE has come under severe criticism for its working. There is urgent need to appoint its head viz its chairman so that some steps are taken for the welfare of student community.
The examination system needs to be reformed so as to make it more transparent and competitive. The present system of examination does not take into account interest of the students. First, question papers are set in a shoddy manner. Many errors are seen in questions which confuse students at the exam time. The BOSE should ensure befrehand that the papers are error free. To obtain this objective, paper-setters should be given a asked to undergo a training period. Once these papers are set, they should be thoroughly checked for errors and contents by an expert team. Typographical errors which creep at the printing stage should also be taken into account. Once it is ensured that the question paper is error free should it be allowed to go for publication, Besides the BOSE has to update syllabus from time to time for which consent of the Chairman is necessary.
In absence of chairman, such decision cannot be taken.
