Amicus disproves ERA’s opinion on Rajbagh bridge

SRINAGAR, Aug 25: The Amicus Curiae and Senior Counsel Riyaz Ahmad Jan today disproved the Jammu and Kashmir Economic Reconstruction Agency (JKERA) statement that mortarble bridge at Rajbagh bridge will be disastrous and described it as figment of imagination of the agency.
Accordingly, High Court sought response from the Government with regard to construction of food bridge instead of motorable bridge at Rajbagh.
Amicus Curiae on last date had sought some time to the opinion of JKERA for making a foot bridge at the site instead of motorable bridge.
Amicus while taking objections to the opinion of JKERA says that while the bridge understandably has been designed as a vehicular bridge then what are the inherent disadvantages with the design that it does not fit in the post 2014 floods scenario.
Court on previous date while considering the technical report of JKERA had directed the authorities to ‘go ahead’ with the proposal for construction of pedestrian bridge at the site but with the rider that the same would be subject to opinion of amicus.
JKERA has suggested that it is not advisable to go for a motorable bridge at the site owing to the fact that Height of Flood Level (HFL) post floods of 2014 necessitates raising of all constructing roads under reference.
“Under these circumstances what is the fate of other scores of bridges spanning over the river Jehlum. Does raising of bridge by some feet going to do some wonder while the embankments upstream and downstream side of the bridge remain at the same height as they are”, reads the response of amicus to the opinion of JKERA.
Amicus to the PIL and Senior Counsel R A Jan vehemently opposed the opinion of JKERA and submitted before the court that it is only figment of imagination of the agency that vehicular bridge would be disastrous.
