Srinagar, Mar 20: Government today informed the High Court that the requisite advice obtained for amendment of Education Rules is pending approval.
Hearing PIL with regard to irregularities and embezzlement by ETT Colleges across the State, the Division Bench of Justice Mohammad Yaqoob Mir and Justice D S Thakur directed that the latest status report be filed within four weeks.
The status report which has been perused today by the court suggests that after obtaining the requisite advice from the LJ&PA Department for approval of competent authority, the amended rules stands operated through Chief Secretary in coordination with GAD.
Senior AAG B A Dar appearing on behalf of the State submitted that as soon as approvals will be received, same will be notified. DB directed him to inform the court by latest status report with four weeks.
Court has been informed that the authorities are allowing the promoters of these ETTs to run these institutions in deviation of the guidelines of National Council for Teachers Education and J&K Education Act 2002.
With regard to further investigation about the irregularities and embezzlement in ETT Colleges, Advocate Dar stated that the report has been prepared by the Crime Branch and will be submitted in the registry during the course of the week.
It may be mentioned Court previously directed for closure of those ETT Colleges which have been found operating illegally and in this connection Divisional Commissioner Jammu was directed to comply with the directions.
Crime Branch Jammu has already filed the charge-sheets for the sessions 2003-2005, 2004-2006, 2005-2007 & 2006-2008 in FIR 36/2013 u/s 420(cheating) 468 (forgery for the purpose of cheating), 471(using a forged document), 120-B (criminal conspiracy) RPC read with section 5(2) of Prevention of Corruption Act 2006 before the Special Judge of Anti-corruption Jammu under four challans.
