DODA, Aug 6: All Jammu Kashmir and Ladakh Teachers Federation, affiliated with Akhil Bharatyia Rashtryia Shakshik Mahasangh, today alleged discrimination in promoting Teachers/Masters as Lectures and Zonal Education Officers in the Department.
In a statement, AJKLTF President Devraj Thakur said that the School Education Department has ordered promotion of Masters and Teachers as In-charge Lecturers and Zonal Education Officers allegedly in violation of rules.
“Those promoted have obtained their PG degrees during services through distance and regular mode from outside State universities. They have been preferred over those who have entered the department as post graduate candidates, “he alleged, adding that despite the objection raised by verification teams from DSEJ and DSEK, which stands mentioned in tentative seniority lists, these candidates with questionable degrees, have been promoted as In-charge Lecturers and Zonal Education Officers.
“During the verification of their degrees, it was established that scores of in-service Masters have obtained their degrees through distance and regular mode without taking permission from the department. They have not maintained the leave record on their service books for the same period,” Thakur said.
Pertinent to mention that the Government order number 940 of 2017, issued by Education Department, prohibits Teachers and Masters from obtaining degrees without prior permission and without marking leaves in their service books.
“Many Masters and Teachers have violated the department rules in Jammu as well as in Kashmir division. Ironically, all of them have been promoted to the post of Lecturer and ZEOs by the department,” the AJKLTF leader said.
Thakur further alleged that earlier also in 2014, 1193 Teachers were promoted as Masters and over 450 of them had been promoted on the basis of B Ed degrees obtained from Open Universities through distance-mode, particularly from Jamia Urdu Aligarh University (UP) and other study centres of Deemed universities.
“Many Teachers who were enrolled in B Ed course for the session 2012-13 in Jammu/ Kashmir University were deliberately left as the promotion orders were issued on 11th February 2014 without waiting for the results of Kashmir and Jammu Universities, which were declared on 22nd February 2014 and 15th March 2014 respectively,” Thakur said.
