AIBCU condemns proposed quota amendment bill

JAMMU, Apr 1: The president of the J&K unit of All India Backward Classes Union (AIBCU) Mohd Manir Mughal, has strongly condemned the proposed Reservation Amendment Bill 2025 introduced by Dr Bashir Ahmad Veeri, MLA Bijbehara.
In a press statement Mughal said the proposed bill seeks a cap on reservation quotas at 40 % for reserved categories while allocating 60% of seats for open merit. He criticized the move, stating that instead of addressing pressing issues like education, unemployment, healthcare, and transportation, Dr. Veeri has chosen to target the reservation system that safeguards the rights of marginalized communities.
“Unemployment in Jammu and Kashmir is at its peak. Schools lack staff up to the 12th grade, yet rather than focusing on these real concerns, the MLA is advocating for a bill that directly harms SC, ST and OBC communities,” he said.
AIBCU also highlighted that caste-based census data has not been conducted since 1931. There is no concrete statistical evidence to justify the claims made in favor of the bill. “Without updated data on SCs, STs, and OBCs, how can such a proposal be deemed fair? This bill is a direct attack on the constitutional rights of backward communities,” Mughal added.
