JAMMU, Dec 8: Agriculture Technocrats of Jammu, protesting against DPC of only Kashmir Division AEAs in violation of SRO-375, have received a shot in the arm in wake of the purported strong resentment conveyed by Director Agriculture Jammu Pawan Singh Rathore against this unilateral move of the Director Kashmir.
All Agriculture Technocrat unions JKGPAOA (Gazetted Association), JKATA (Non-Gazetted Association) and Agriculture Casual Labour Union (ACLU) met here today and appreciated Director Agriculture Jammu for understanding their concerns related to DPC of AEAs and for taking immediate corrective action vide his letter no Agri/ Estt/40-2019/631 dated 04.12.2019 addressed to Secretary Agriculture Production Department.
As per section 21 (a) of SRO-375 of 2010, dated 21.10.2010, the composition of DPC of State/UT cadre posts comprises of Administrative Secretary (chairman) of the committee, concerned divisional heads of the department, one from Kashmir division and one from Jammu division and a representative of the concerned administrative department not below the rank of Additional Secretary to be nominated by the administrative department.
However, neither Director Agriculture Jammu was informed nor AEAs of division cadre Jammu who are eligible for promotion as JAEO were considered in the DPC meeting held on 24.10.2019.
Director Jammu, Pawan Singh Rathore, while taking a very serious note of the happenings in DPC of Kashmir Division, has purportedly asserted that the manner in which only the AEAs of division cadre Kashmir have been considered and promoted without proper quorum of the DPC, it becomes imperative to immediately revoke the aforesaid promotion order issued by the Director Agriculture Kashmir and DPC for promotion of AEAs of both division cadre Jammu as well as Kashmir be convened afresh under the chairmanship of Administrative Secretary to set right this irregularity which was violative of Government SROs.
Surinder Radotra, President JKATA, while appreciating the move of Director Agriculture Jammu, has strongly resented the unilateral and unlawful decision of conducting DPC for the candidates of Kashmir Division only. “The Agriculture Technocrats of Jammu have always been treated step motherly by the vested power corridors of the erstwhile State and no change is seen in this deprived lot post abrogation of Article 370 and 35A,” he alleged.
The meeting was attended by Arun Gupta, Prem Singh, Sanjay Moza, Rajinder Singh Jamwal, Rahul Sawhney, Neeaj Sharma, Davinder Singh (Bittu), Tilak Raj Sharma, Bushan Lal, Ganesh Sharma and others.
