‘Guv being misguided by some elements’

JAMMU, May 28: Jammu Kashmir Sharnarthi Action Committee (JKSAC) strongly condemned the Governor Satya Pal Mailk and his Administration for issuing a controversial order in favour of Kashmiri migrants by substituting a paragraph to clause III of rule 21 of Jammu & Kashmir Reservation Rules vide SRO 321 dated 27-05-2019.
Under this order Kashmiri migrants have been allowed reservations benefits under category of Backward area, Line of Control and International Border even if they are settled outside the State.
JKSAC president, Gurdev Singh termed this order as totally biased, discriminatory and devoid of logic, thus depriving the wards of real stake holder particularly the DPs of 1947 from PoK.
He further said the DPs of 1947 from POK are neither against any particular section, nor Kashmiri migrants. He blamed that Governor is being misguided by the elements sitting in his administration as he issued this controversial order without ascertaining the real status of the class benefited under this order. The DPs of 1947 from POK were residing in far flung backward areas prior to 1947 and or even now they were settled in most backward areas in district Rajouri, Poonch, Jammu and Kathua. The majority of the Kashmiri migrants have come from cities and towns of the Valley and are settled in Central areas of Jammu and other parts of India and they shall not be able to establish that they have resided in the backward areas for the 15 years period.
He regretted that the Governor has not used same yardstick for people who actually live in backward or on LOC or IB and they have not been given similar benefits like Kashmiri migrants. He asserted that DPs along with other people have been deprived of this benefit for none of their fault. He appealed to Governor to reexamine the issue and extend the benefit to the deserving people actually residing within the backward areas, LoC and IB particularly.
MJR 47, Movement for Justice for Refugee of 1947 from POJK has also expressed strong resentment against the Govt’s controversial order providing undue benefit of quota to the Kashmiri migrants.
In its executive body meeting held today the members resented the decision of the State Government to substitute a new para to Clause III of Rule 21 of J&K Reservation Rules whereas all Kashmiri Pandits/ migrants have become entitled to reservation benefits of backwards area, LOC/IB in Govt jobs, Educational Institution etc. even if they have migrated outside the division or even the state and living in even Metro Cities of Delhi, Mumbai and Bangluru or any other part of the country. But such benefits are not extended to POJK 1947 DPs who have actually been living all along LoC and IB since 1947 where they were made to seek refuse after being thrown out of their homes in Tribal raid after the partition in 1947 and are still waiting their rehabilitation.
They said most of the DPs families are living along with LoC and IB border from Poonch to Kathua and facing the brunt of frequent firing from Pakistan resulting some time causalities and killing of their livestock. Even they cannot undertake agriculture activities in their land causing economic losses every year but are deprived of legitimate benefits as available to migrants due to mere Divisional migration only.
