JAMMU, Apr 24: Jammu, Kashmir and Ladakh All Department Clerical Staff Association (ADCSA) has demanded the Government to remove the pay anomaly of the clerical cadres.
In meeting of core committee of the association held today under the presidium of Anil Mehta, chairman, Ravi Singh Bhau, president and Sukhbir Singh, general secretary, the issue was discussed threadbare. The meeting also discussed Government Order Issued vide No:- 420-GAD of 2016 dated 21-04-2016 wherein a committee was constituted to look into the recommendation of the Pay Anomaly Committee constituted by the Government vide Order No 67-GAD of 2012 dated 16-01-2012.
The speakers said that the Pay anomaly Committee constituted in the year 2012 had already made recommendation in favour of Clerical Cadre, Head Constables, Assistant Sub Inspector and Patwaries but the same was partly implemented in favor of Patwaries and Head Constables, Assistant Sub Inspector and Patwaries by ignoring clerical cadres.
Expressing concern over the constitution of another pay anomaly, Sukhbir Singh said the State Government from time to time made promises for removal of pay anomalies but the same has not been done.
The members added that the Government changed the basic qualification and service rules of Clerical cadre from time to time but the Pay Anomaly of the clerical cadre has not been removed. They urged the Chief Minister Mehbooba Mufti to intervene personally into the matter by issuing instruction to the concern authorities for issuing orders for removal of pay anomaly of 5th Pay Commission by granting Rs 4000-6000 to Junior Assistant, Rs 4500-7000 to Senior Assistant/Steno Typist/Junior Statistical Assistant and Rs 5500-9000 to Head Assistant/Junior Stenographer/Statistical Assistant notionally with effect from 01-01-1996 and monetarily with effect from 19-02-2003.
They also demanded exemption of secretariat training Exam Bar.
