SRINAGAR, Dec 21: All Departments Clerical Staff Association (Ministerial Federation) has said that there were huge vacancies in the Education Department among the Ministerial Cadre and no promotion was considered from last many years.
“Last year it was only after the intervention of Chief Secretary and Commissioner Secretary, Education Department, the DPCs were conducted but no formal orders have been issued till date”, the members of the Association said while talking to media persons here today.
They said that the type test of Class 4th for their elevation to the post of Junior Assistant was conducted one and half year back and the candidates who passed the type test were also cleared by the DPC which was held on 24th September 2019 but till date no formal orders for their promotion have been issued by the Director School Education, Kashmir due to unknown reasons. It is clear discrimination with the employees of the Education Department as their career is in dark and they have lost one year of their seniority, they stated.
“DPC held in September 2019 have also cleared the promotion of Incharge Section Officers, Incharge Head Assistants and other categories for confirmation of their promotion but the formal confirmation orders are yet to be issued which is again discrimination. Some among them have also been retired and their pension has been fixed on their previous designations which caused them financial loss”, they added.
The members said that the School Education Department issued promotion order in respect of Junior Assistants as Incharge Senior Assistants but till date their posting has not been done owing to which they are still working as Junior Assistants which is marring their career as well as their Seniority.
They said that the Government issued various orders to detach the teaching staff from offices/clerical assignments but the said orders have been implemented only on papers while as the Teachers continue to occupy the clerical assignments in the offices despite repeated Government instructions to detach them.
The Association appealed to Lieutenant Governor, Chief Secretary and Commissioner Secretary School Education Department to kindly intervene into the matter and pass necessary instructions to Director School Education, Srinagar for issuance of formal promotion and confirmation orders in respect of categories already cleared by the DPC.
