ADC orders action against NYC

Seeks explanation from BDO

POONCH, Sept 8: The district administration Poonch has taken serious exception to assigning the duty of Gram Rozgar Sevak (GRS) to National Youth Coordinator (NYC) in Panchayat Bandichechian by the Block Development Officer (BDO), Nangali Sahib Sain Baba, Poonch in violation of standing Government rules and norms.
The Assistant Commissioner Development (ACD), Poonch, Rajesh Lakhan has sought an explanation from the concerned BDO in this regard. While showing his serious dismay over the action of the BDO the ADC in his letter has categorically said that NYC has no mandate to work in place of GRS which is in total violation of directions passed by higher authorities.
He has also ordered that his office may be intimated about the action taken in the matter as admissible under the norm of MGNREGA Act and guidelines, J&K CSR and J&K Employees conduct rule viz a viz the contents of the complaint under an intimation to this office.
Sources said that NYC being a temporary post working as sports volunteer on some monthly honorarium can’t hold a responsible post of a Government employee like Gram Rozgar Sevak and no officer is entitled to assign such an important duty to a temporary employee. Assigning the duty of a responsible post to a temporary employee is totally in violation of the Government rules and norms.
The ADC besides ordering of enquiry in the matter has also stressed on immediate divesting NYC of the assignment.
