With economic liberalization and removal of the restriction on free trade and commerce among the countries all over the world the scope of job opportunities in various new sectors has brightened. It further got a big boom with the spread and expansion of electronic and communication devices which facilitated the plans for outsourcing by leading Corporate and multi National sectors to the regions where manpower could be utilized on comparatively cheaper wages. As a result a movement of skilled and technically qualified professionals took place to fill up new avenues of job opportunities created. Its cascading impact did not limit to professional skilled class only but it roped in many allied entrepreneurs to supplement their residual requirements, where unskilled or semi skilled manpower got accommodated. Involvement of manpower, use of electronic technological equipments and other connecting technical devices in the process of things simultaneously needed safety and security from negative elements from causing any disruption. It gave birth to the idea of evolving of such a system which could generate sense of security at the work place. So for meeting the immediate requirement for manpower for the security of MNC / corporate, most of the companies banked on retired /ex army / policemen / paramilitary organizations for taking charge of security in these companies. To be from army or police background was not only sufficient because newer IT brought in many technical hazards about which security system should have knowledge and awareness. Therefore, the security system is to be made professionally sound by imparting proper training in all aspects of securities including physical, material, technical, cyber security, plus manpower / crowd management in order to make them professional and skilled.
To set the scheme for giving skill among the youth in the country, Government of India forayed into skilled training courses under National Skill Development Corporation, Ministry of Skill Development, personally monitored by the PM. Already the number of educated unemployed youth had swelled in lakhs during the past uncertain period of turmoil in J&K state. Avenues of job opportunities are at decimal level as compared to the ratio of graduate produced from universities of the state. Government employments are few and far between where nepotism, favoritism plays its stealth role in dashing the hope of deserving ones. Time to time disturbance and uproar in J&K resulted into lack of industrial development, establishment of private sectors and business entrepreneurships which are the bulwark for job generation in the state. To overcome, the deficiencies in job generation Indian Government announced schemes for making jobs skilled by endorsing professionalism to their academic degrees / diplomas under the auspices of highly experienced corporate.
So within the purview of broad skilled occupation, security system has been declared as skill profession and the responsibility of training worthy aspirants and unemployed youth particularly from Jammu and Kashmir is taken by NISA (New Industrial Security Agency) a Mumbai based top private security company, run and administered by highly qualified, experienced and IT savvy personnel at its disposal. In the last quarter of 2016, NISA deputed a special team under its National Head Trainings to Jammu and Kashmir to reach out to the unemployed youth of the state for spreading awareness about the job offer of Security Executive posts opened for them under NSDC UDAAN project in Indian private sector. The team toured various rural belts and township to meet the youth groups, social and political leaders for mobilizing and motivating potential candidates who were willing to serve outside the state in security executive, a middle level position in the hierarchy of private security structures. The team did touch Srinagar but could not work out any substantial because of disturbing trends on the ground with the result, the team had to withdraw blank from the valley. In spite, troubling circumstances, serious efforts were made to reach some social activists in the Valley who could help in galvanizing some youth groups from any part of the valley. Though, some gave them rosy pictures by their pleasantries but there was much difference in their saying and doing. Reaching to a large section of youth across the state, the team in Jammu organized press conference for both electronic and print media to highlight the NSDC UDAAN project baptized in a new form with the gloss of NISA, programme implementing body which had established modern IT equipped , electronic gadget stuffed , fire fighting equipments and physical fitness items in NISA training Academy , Delhi. Innovative training was imparted to tune security executive to global level private security standards and requirements on the basis of latest technologies and gadgets in practices for the maintenance of proper security performance. The syllabus of the training course is thoroughly checked and vetted by world acknowledged highly accomplished UK based security body. Professional certificates issued to these boys by this body would qualify them for a job as security executive in any foreign land outside the country.
Rigorous publicity in remote areas of the state fetched around 32 boys for undergoing the charted out training course with all facilities of lodging and boarding and study materials inclusive of stationery items, backpacks and camouflaged uniform to give them sense of uniformity and pride of a force. Boys who came from comfort zone of their native places and parental affection were hesitant to get donned in military attire to join morning parade and drill. . Their sullen faces were evidently uncomfortable when morning get up call they got regularly for physical drills and exercises during first month. Regular slots of physical training in early morning time, followed by full day class room lessons for their personality development, knowledge about security priorities in private sectors gradually chiseled them into arms less belt force. With each passing day, they were able to acquire their body agility and mental alertness. Almost, all of them were over satisfied with the training, quality of food served to them, items of body hygiene and cleaning which included shaving kit also delivered on weekends. One of the trainees at the academy, Asif Abdullah Mir from Achabal Anantnag feels that very positive change in his physical get up and thought process within two months of training has taken place. Another trainee Jameel Khan from Jammu who was shy and unexposed to outdoor activities and possessed bulge on his body was physical transformed in shape and size to a great extent. From the same batch one more trainee Ghulam Abbas from Surankot, Poonch says that security executive training gave him confidence to express and chance to learn communication skill and punctuality. In the same breath, Mandeep Singh Baghel from Samba disclosed that training had imparted discipline, mannerism, etiquette and scope for gaining knowledge about security system and its awareness. One Arvind Singh left his private job from Jamnagar and opted out for security executive profession remarked that he had gained a lot on many aspects of his personality and had doubled his level of confidence and improved behavioral traits. He dreams of getting better placement in some MNC in the country. Ahead of culmination of the training period of 4 months, many companies have started making queries about the nature and contents of security course that are being taught in NISA Udaan Training Center, Delhi. Virtually, it gives the message of demand and supply in the craft of security executive.
Training course given to unemployed graduates as security executive by NISA under UDAAN project has generated new hope among the aspirant youth strong sense of faith and firm belief of getting good placement in private security sector of country with the office of NISA Global Mumbai.
