JKADCSA demands DPC, promotion of class IV employees

JAMMU, May 18: Jammu Kashmir All Departments Clerical Staff Association (JKADCSA) has appealed to Dr Asgar Hassan Samoon, Principal Secretary to Government School Education Department to endow justice with IV employees ( Orderlies) by releasing promotions, who already have qualified the requisite test in the year 2018
In a statement by Jeelani Naik, president of JKADCSA, 49 qualified Class IV employees, who have already passed the requisite test in the 2018 by having due eligibility, are struggling for deserved and legitimate right i.e. promotion to the post of Junior Assistant.
“The total vacancy position of junior Assistant available at the time of DPC on 24th September 2019 was 250 posts among which 62 posts under 25 percent promotion quota was available to utilize to promote these 49 qualified Class IV employees, but unfortunately on baseless grounds their promotion orders have been kept withheld,” explained Jeelani and added that recently, the Directorate of School Education Kashmir came out with an Order vide Order No. 211 DESK of 2020 dated 30.04.2020 where under 89 Junior Assistants have been promoted to the post of Senior Assistants.
“Promotional hierarchy of non teaching cadre of the department has always been delayed for years together; Directorate of School Education Jammu, has not even scheduled a single DPC Meeting since 2013 and during these six years, not even a single promotion has been carried out for non teaching staff and maximum employees are retiring with the tag of In-chargeism and also causes dearth of ministerial staff in most offices of the School Education Department and providing an opportunities to all such teachers to occupy the clerical assignments illegally by avoiding their job responsibility for which they have been appointed,” alleged Jeelani.
He appealed Dr Asgar Hassan Samoon, Principal Secretary to Government School Education Department to endow justice with Class IV employees by releasing promotions of those, who already have qualified the requisite test by having due eligibility and also issue direction to Director School Education Jammu to conduct DPC, which is pending from last six years.
