JKRCEA seeks protection of constitutional rights of SC/ST/OBC communities

JAMMU, Oct 11: SC/ST communities of J&K today expressed their anguish over alleged step- motherly and anti -SC/ST/OBC behavior of the present political dispensation, which was targeting the Constitutional rights of these communities.
While addressing a press conference under the banner of Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA), here today, leaders of the Alliance also targeted those SC/ST/OBC politicians who are being used by BJP to show green pastures by giving befooling promises to the reserved communities.
“All the Constitutional rights of SC/ST are being targeted very cleverly by the political dispensation even during President’s Rule in J&K. The Governor’s administration is claiming that abrogation of Article 370 shall benefit SC/ST/OBCs, Safai Karmacharis/Valmiki communities by way of so many Constitutional sops. We welcome these steps if they are not hoax call, as majority of such sops turned out to be nothing on ground in last few years as far as benefits to SC/ST/OBCs are concerned,” they said.
Sham Lal Bassan said that bureaucrats in J&K are untamed even in President’s Rule and have not only defied Apex Court and J&K High Court’s favourable orders for restoration of reservation in promotions but they gave no heed to either President’s Order or claims of the Governor and Central Ministers that all Constitutional rights for SC/ST/OBCs have been extended to J&K. “The Law Secretary has taken firm stand, it is the Supreme Court that has to decide the fate of reservation in promotions in J&K and neither Presidential Order of 2019, dated 1st march 2019 nor abrogation of Article 370,” he added.
Prof G L Thapa said that the State bureaucracy was giving a plea that GAD Circular dated 13.7.2016 needs to be withdrawn before giving roster point reservation. Mohinder Bhagat lamented that EWS reservation has been made operational but reservation in promotions is still being killed by J&K bureaucracy on flimsy grounds. Avinash Kajotra warned that youth of SC/ST/OBCs can go up to any extent to safeguard their future as well as constitutional rights.
The JKRCEA leaders appealed the J&K Governor as well as Central Government to bring their deeds and actions in the same wavelength and implement all Constitutional provisions meant for SC/ST/OBCs including matter of reservation in promotions, extension of Mandal Commission report, Tribal Act and extension of OBC Commission.
C L Banal, G R Bhagat, F C Bhagat, Er Pawan Bhagat, Sunita Bangotra, Nighat Shafeeq, M L Banalia and others were also present in the press conference.
