JAMMU, Oct 28: Pointing towards the most sensational disclosure made by the constitutional head of J&K State in an interview to a TV channel and reported in the local media, regarding the replacement of 582 youth selected by the political appointees in Bank, NPP chairman and former Minister Harsh Dev Singh said that it was only a tip of the ice-berg with the PDP-BJP Govt have crossed all limits in making selections to public services.
Addressing a press conference here today, Singh said not only the Bank, which had made hundreds of political appointments in blatant disregard for all cannons of equity and fair play, the State Govt Departments had beaten all records of such nasty back door appointments during the last four year rule of PDP-BJP Govt. He said that corrupt politicians in league with certain reckless officers had blown to smithereens all rules, regulations and procedure on the subject and appointed several thousands of blue eyed candidates in Govt services on monetary and other extraneous considerations which needed a CBI probe.
Strongly flaying the appointments scams during the previous regime, Singh said that the PSC had all along remained in the centre of controversy in the past with educated unemployed youth and civil society having launched protests against it alleging massive irregularities and bungling in the process of selections. He said that it was highly opprobrious that even KAS officers were appointed through backdoor in the previous Govt, thus, adding to the most glaring ignominy of the highly scandalous selections.
Pointing further towards thousands of backdoor appointments of daily rated workers and contractuals in violation of norms, in various State Govt Departments including PHE, I&FC, M&RE, Forests, H&ME, Industries during the last four years, Singh said the number of DRWs alone which stood at 61,000 in 2014 rose to 1,10,000 in 2017 as disclosed in the replies in the Legislative Assembly itself. Likewise, several thousands of SPOs had been appointed in Police Deptt through backdoor without following any selection procedure in 2017 after the GoI had sanctioned 10,000.
He said that not only PSC but even SSB was abused by the erstwhile regime for interfering in selections by appointing its henchmen on top positions. He alleged that Abdul Latif Deva’s file for appointment as PSC Chairman was twice returned by Governor but the adamant politicians prevailed and got him seated upon the top PSC post besides ensuring the entry of their favourites in the premier selection body.
Seeking a CBI probe into all appointments made during the BJP-PDP rule in the State, Harsh Dev called for initiation of criminal proceedings and strict punitive action against all bureaucrats and politicians involved in the biggest ever appointments scam.
