JAMMU, Dec 11: The Crime Branch, Jammu has detected that it was not only the Board of School Education (BOSE) but the Education Department also, which had granted permissions for opening of Elementary Teachers Training (ETT) Institutes in 2013, leading to mushroom growth of such Institutes, majority of which mostly remained on papers.
The Crime Branch has detected some major discrepancies in approval/functioning of the ETTs during investigations of the case in which the Agency today filed second chargesheet.
The major discrepancies detected during investigations of the case by a Crime Branch team headed by SSP Crime Branch Jammu Mubassir Latifi were that some of the Institutes didn’t exist on ground and were running only on papers providing ETT degrees to the students, mostly from outside the State, sitting home by charging huge sum, some of the Institutes were just running in two rooms but the then BOSE officials continued to give permission to them even after inspections on monetary grounds and some of the Institutes had even admitted more students than the strength to which they were entitles.
“The promoters of the ETTs and BOSE officers involved in the first two academic sessions have been chargesheeted. In coming days more people involved in the scam would be arrested and chargesheeted in the court of law. Investigation of the case is being carried out phase wise,” Latifi said.
The Crime Branch will also go after the students, who have obtained the degrees sitting at home from these Institutes.
Official sources said it has been found during investigations that not only the BOSE but even the Education Department in 2013 had also issued permission for running the ETTs without fulfilling and merit or criteria fixed for them.
The Crime Branch, sources said, has so far arrested 14 accused in the case. The Agency today also filed second chargesheet in the scam in the Court of Special Judge, Anti-Corruption, Jammu naming six Institutes and their owners in the case.
They included Chhanga Ram S/o Kasturi Lal R/o village Parwah, Tehsil Marh, District Jammu, promoter of Unique ETT Institute, Parwah Marh, Jammu, Ashok Kumar Kapoor S/o Chuni Lal Kapoor R/o Gurha, Bakshi Nagar, Jammu, of Oxford Training and Research Institute, Channi Himmat Jammu and Adarsh Educational Trust, Harpreet Singh S/o Late Daljeet Singh R/o Gandhi Nagar, Jammu of Guru Kirpa ETT Institute, Jammu, Lal Man Khajuria S/o Mansa Ram Khajuria R/o Gandhi Nagar, Jammu of H.R.D. institute of Education, Kathua, Kuldeep Singh Chib S/o Faiju Ram Chib R/o Greater Kailash Jammu, presently putting up at Ambika Vihar, Jammu of Medicas ETT Institute, Kunjwani, Jammu, Raj Mohini Sharma W/o Ved Parkash R/o Apna Vihar, Kunjwani, Jammu of Sarvodya Institute of Teacher Training, Bari Brahmna, Jammu, and two Board officials namely Harish Kumar Gupta S/o late Malik Ram Gupta R/o Channi Himmat, Jammu, the then Joint Secretary (General), BOSE and Bashir Ahmed Dar S/o Abdul Ahad Dar R/o Alhuda Lane Khayam, Srinagar the then Director Academics, BOSE, (now retired).
