An encroachment has come up on land recorded in the name of a temple at Sector 1, Aap Shambhu Lane, JDA Housing Colony, Upper Roop Nagar, Jammu, raising serious questions about administrative oversight. The encroacher has reportedly covered and blocked the main road of the locality, causing inconvenience to residents and restricting free movement. The illegal construction is taking place under the very nose of the Public Health Engg. (PHE) and the Jammu Development Authority (JDA), the two agencies responsible for monitoring and safeguarding public land. Locals have expressed strong resentment over the silence of the authorities and have demanded immediate intervention, removal of the encroachment, restoration of the road, and fixing of responsibility on the officials concerned.

Demand for ATM facility at Dever Anderbhug
We the residents of Dever Anderbhug and adjoining hamlets in Teh Sogam want to inform the authorities at the helm of affairs that despite the presence of a J&K Bank Branch in the above stated area yet no cash dispending facility has been installed sofar compelling the local population to travel long distances for basic financial transactions. For senior citizens and women, students this situation become particularly difficult especially during harsh weather conditions and winter months. Since the cash remains the primary mode of transactions among villagers that defeats the Governments digital financial inclusion only on papers. The concerned authorities are requested to install atleast on ATM dispensing machine at the Dever Bus Stand which serves as a central point for multiple surrounding villages so that they may heave sigh of relief.

Repair and cover Pandoka Colony Nallah

The open drain passing through Pandoka Colony has become a serious nuisance and a matter of grave concern for the residents. The nallah remains uncovered and emits a foul smell, making the surroundings unhygienic and uncomfortable for the people living nearby.
Several incidents have been reported where cattle have fallen into the open drain, posing a threat not only to animals but also to children and pedestrians. During the rainy season, the situation worsens as the drain overflows and becomes even more dangerous, increasing the risk of accidents and spread of diseases.
Despite repeated concerns raised by residents, no concrete steps have been taken so far. The authorities concerned are earnestly requested to take immediate action to cover the nallah and ensure proper maintenance in the interest of public safety and hygiene.

We regret to inform you that we are residents of Himmat Colony, Ward Number -32, behind Revenue Complex, Gole Gujral Jammu, a part of the Jammu Smart City Project. In 2020, With the residents’ utmost efforts, the Municipal Corporation initiated drain construction in our locality promising a proper drainage system for househoold and rainwater. However, the work remained incomplete, and for the past five years, no one has genuinely bothered to address our probleks. But the residents persisted, and a year ago, the Municipal Corporation initiated construction of a Nallah to drain stagnanat water from the incomplete drains in our locality.
About 50-60 feet of the Nallah was constructed , the project stalled as water pipes obstructed further progress. The work remained suspended for four to five months. We were assured that the Municipal Corporation and PHE Department were in discussion to relocate the pipes, enabling further work to proceed. One day, without informing us, the Municipal Corporation filled the constructed Nallah with debris, prioritizing water pipes over the residents’ well being. Now the situation is worsening day by day, and the water drainage issue remains unresolved. Waste watr from drains is backing up into hoes, flooding washrooms and kitchens.
We are shocked that instead of addressing our locality’ major issue- the drainage problem, the authorities are focusing on laying tiles on the street, which seems like a misplaced priority. We are not opposed to laying tiles but it’s a common sense that drainage issue should take precedence. The tiles have raised the street level by one and a half feet, which could cause major problems for houses at the lower end during rainfall. We are stunned by thinking of the engineers who surveyed thearea without assessing the pros and cons, especially with experienced and well educated officials on board.
Therefore we humbly request MLA Jammu West through this letter to kindly intervene and help us get rid of this situation as soon as possible.

Poor telecom service in Kishtwar
We, the residents and subscribers of Syed Mohalla Thakrie, District Kishtwar jointly submit this complaint regarding the prolonged failure of Jio mobile network services in our locality.
For an extended period, internet speed in the entire area has remained at bytes level (below 1 KB per second), making mobile data practically non-functional for education, work, communication, and essential online services. Despite repeated complaints through customer care, PG Portal, NCH, and other channels, the issue remains unresolved and previous complaints were closed without restoration of usable service or any field-level technical inspection.
Due to the continued service breakdown, many subscribers have already started porting to other operators, and the situation is causing serious inconvenience to the entire locality. The problem clearly indicates tower congestion, capacity overload, or backhaul infrastructure failure requiring immediate engineering-level intervention or additional tower deployment in the affected area.
We collectively request on-site technical inspection, capacity upgrade or infrastructure correction, and restoration of stable network service in the area.

Make RTI Online Portal functional
I wish to draw the attention of the authorities and the public towards the continuing malfunctioning of the Jammu & Kashmir RTI Online Portal, which is seriously undermining citizens’ Right to Information.
Though the J&K RTI Online portal exists formally, in practice it is not functioning in a reliable, citizen-friendly manner. Applicants are repeatedly facing technical glitches such as non-loading pages, login failures, difficulty in submission of applications and appeals, and non-listing of several public authorities. As a result, citizens are being compelled to fall back on offline RTI filing, defeating the very objective of digital governance.
What is more concerning is that the portal itself admits its limitations. It clearly states that RTI applications cannot be filed online for departments not listed and advises applicants to submit RTI applications physically. Recently, even government departments have been instructed to upload offline-received RTI applications onto the portal, which indirectly confirms that the online system is not dependable for public use.
Media reports and civil society voices have repeatedly highlighted these shortcomings, while judicial scrutiny has also arisen over delays and pendency of RTI appeals from J&K. A system that forces citizens to rely on offline methods due to persistent technical and administrative flaws cannot be termed as properly functioning.
Digital platforms are meant to simplify access, not to create new hurdles. Until the J&K RTI Online Portal becomes fully stable, inclusive of all departments, and responsive, citizens’ constitutional right to information will continue to suffer.
I hope the concerned authorities take note of this serious issue and ensure that the RTI online system functions effectively, transparently and in the true spirit of the RTI Act, 2005.

Expedite work on Sewarage infrastructure in Reshamghar Colony
We wish to bring to the kind notice of the concerned authority that the sewerage work initiated in our Reshamghar Colony in the month of November, 2025 has been left incomplete for the past one month by the contractor/agency entrusted with its execution. The work has been abandoned midway, with construction debris (malba) left scattered across the road/lanes, for the reasons best known to them.
This has caused severe inconvenience to residents, pedestrians and motorists alike. The condition of the road has virtually made daily movement extremely difficult and has created an unsafe and unhygienic environment for the people residing in the area. We, therefore, request the concerned authority to look into the matter and take appropriate action against the contractor/agency or the department responsible for executing this important project. We further request that the authority concerned be directed to immediately resume the sewerage work and complete it within a stipulated time frame. Simultaneously, regular removal of the malba from the road/lanes should be ensured so that inconvenience to the public is minimized.
The matter has also been brought to the notice of the Divisional Commissioner, Jammu and Commissioner, JMC, Jammu with the request to direct the concerned authority to closely supervise the execution of the work and ensure that standard-quality materials are used while laying the sewerage pipes and related infrastructure.

Illuminate Nikki Tawi Bridge

The residents of Tawi Island Area wish to draw the attention of the concerned authorities towards a serious public safety issue related to the Nikki Tawi Bridge. Constructed in 2016, the bridge serves as a vital lifeline for thousands of commuters every day. Unfortunately, it continues to remain without electricity, plunging the entire stretch into complete darkness during night hours. The absence of proper lighting has made the bridge highly accident-prone, posing grave risks to pedestrians as well as vehicular traffic. While the bridge is structurally sound and meant for long-term use, the lack of illumination has severely compromised public safety. The situation is further worsened by the apparent lack of accountability, as different departments continue to shift responsibility among themselves. Despite repeated approaches to various authorities, including the Power Development Department, Municipal Corporation Jammu, and other concerned offices, no concrete action has been taken so far. It is pertinent to mention that the bridge was constructed by JKPCC and is presently under the possession of the Public Works Department (R&B). The public earnestly urges the administration to intervene immediately and ensure a sustainable and time-bound solution for providing electricity on Nikki Tawi Bridge. Proper illumination is essential to prevent potential mishaps and to restore the confidence of commuters who depend on this bridge daily.

Shift garbage dump from Hospital Road Market

The condition near the District Hospital Gate on Hospital Road, Udhampur, has become a matter of serious concern. Heaps of garbage are lying scattered in front of shops in the busy market area, which houses several medical and food outlets.
The foul smell emanating from the garbage dumps has made it difficult for shopkeepers, customers, and patients visiting the nearby hospital to move around comfortably. People are often forced to cover their faces while passing through the area. The unhygienic conditions not only tarnish the image of the city but also pose a serious health risk. Shopkeepers allege that the garbage has been piling up for months, yet neither the Municipal Council nor the District Administration has taken effective action despite repeated representations. The situation appears contrary to the objectives of the Swachh Bharat Abhiyan aimed at ensuring cleanliness and hygiene.
The authorities concerned are urged to immediately shift the garbage dumping site to a suitable location and ensure regular cleaning in the interest of public health and civic hygiene.
