SRINAGAR, June 1: The Jammu and Kashmir School Education Department has said that all funds released by the Ministry of Education under the Samagra Shiksha Scheme during 2025-26 have been fully utilised, with educational activities across the Union Territory continuing without disruption.
According to the department, the Project Approval Board (PAB) had approved a fresh outlay of Rs 1,593.60 crore under the Annual Work Plan and Budget (AWP&B) for 2025-26. However, it explained that the approved outlay represents the ceiling for implementation of activities and is not equivalent to the actual release of funds.
The Ministry of Education releases funds in phased instalments based on utilisation certificates, expenditure patterns, available balances and compliance with prescribed norms. During 2025-26, the Ministry released Rs 1,102 crore to Jammu and Kashmir under Samagra Shiksha, all of which has been utilised, achieving 100 per cent of the approved targets, the department said.
The School Education Department highlighted the implementation of several key interventions under the flagship programme, including PM SHRI Schools, Foundational Literacy and Numeracy initiatives, ICT and Smart Classrooms, Inclusive Education, Girls’ Education, Vocational Education and infrastructure development projects.
It said that the Ministry of Education has acknowledged the progress achieved by Jammu and Kashmir during recent review meetings as well as during the visit of the Secretary, Department of School Education and Literacy, Government of India, to the Union Territory. The Project Approval Board has also appreciated the academic improvements and implementation progress recorded in J&K.
The department stated that Jammu and Kashmir has demonstrated strong fund utilisation capacity under various components of the scheme. Under PM SHRI Schools alone, nearly Rs 194.53 crore out of the available Rs 200.11 crore was utilised, reflecting significant financial and physical progress.
Officials said that fund releases under Samagra Shiksha are governed by a structured mechanism linked to utilisation and compliance requirements. They added that the Union Territory has effectively utilised the funds released so far and achieved the targets set under the programme.
Reiterating its commitment to the effective implementation of all approved components under Samagra Shiksha, the department said efforts would continue to ensure financial prudence, efficient utilisation of resources and timely execution of educational initiatives across Jammu and Kashmir.
