JAMMU, Apr 17: The Jammu and Kashmir Government has constituted a Union Territory Level Coordination Committee (UTLCC) to strengthen and streamline coordination between the Ministry of Statistics and Programme Implementation (MoSPI) and the statistical system of the Union Territory.
The committee will be headed by the Chief Secretary, J&K as Chairman. The panel comprises Administrative Secretaries of key departments including Finance, Planning, Development & Monitoring, Information Technology, and Rural Development & Panchayati Raj, along with the Deputy Director General of the National Statistical Office (Field Operations Division), MoSPI, J&K. Representatives of relevant central ministries and public sector undertakings will also be part of the committee, while the Director General, Economics & Statistics, J&K, will serve as Member Secretary.
The committee has been tasked with ensuring structured and regular engagement between MoSPI and the UT’s statistical departments for effective planning, coordination, and implementation of national surveys and statistical activities. It will facilitate systematic exchange of information on surveys, methodologies, and sampling frameworks, while also monitoring adoption of national standards such as the National Metadata Structure (NMDS) 2.0 and the Statistical Quality Assessment Framework (SQAF).
Further, the UTLCC will review statistical outputs at the state and district levels, including State Domestic Product estimates and price indices, to ensure quality, timeliness, and compliance with national standards. It will also identify gaps or duplication in statistical work and recommend corrective measures.
The committee will promote the use of modern and IT-enabled statistical methods and encourage timely dissemination of data in line with national standards. It will also provide feedback to MoSPI on user needs and emerging priorities, while promoting the use of statistics in evidence-based policymaking and programme evaluation.
In addition, the UTLCC will focus on capacity building and institutional strengthening of the statistical system by advising on training initiatives, recommending improvements in statistical infrastructure, and facilitating the exchange of best practices and innovations across departments.
The committee will also monitor the physical and financial works under MPLADS, major Central Sector infrastructure projects (exceeding Rs 150 crore) and facilitate resolution of issues.
