Govt proposes overhaul of Revenue Subordinate Service, seeks public feedback

JAMMU, Apr 16: The Jammu and Kashmir Government has issued a draft notification proposing major changes in the Revenue (Subordinate) Service Recruitment Rules, 2009, and invited suggestions from the public within 15 days.
The proposed restructuring comes after the reorganization of the erstwhile State into the Union Territories of Jammu and Kashmir and Ladakh, requiring a fresh distribution of posts under the existing rules.
As per the draft issued by the Revenue Department, the total sanctioned strength is proposed to be over 10,000 posts, including 507 Naib Tehsildars, 1,207 Girdawar/Saddar Qanungo, 4,809 Patwaris, 28 Section Officers, 29 Geo Spatial Specialists, 74 Geo Spatial Analysts, 163 Junior Scale Stenographers and 2,694 multi-tasking staff.
The draft also provides for 5 per cent deputation reserve and 5 per cent leave reserve, with 324 posts from the Registration Department to be included in the deputation quota.
The rules propose that 40 per cent of Naib Tehsildar posts will be filled through direct recruitment and 60 per cent through promotion from Girdawar with at least 3 years of service.
The post of Patwari will be filled entirely through promotion, requiring a minimum of 5 years of service.
For Girdawar/Saddar Qanungo, 100 per cent direct recruitment has been proposed with graduation as the minimum qualification, along with mandatory training and examination during probation.
Other posts such as Section Officer, Senior Scale Stenographer and Geo Spatial Specialist will be filled through promotion.
Officials said the changes aim to replace outdated posts and strengthen the department with increased use of information technology. Suggestions can be submitted via email at revenue-jk@nic.in.
